SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided assistance to populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene but also in the essential field of food security and livelihoods. Present in 26 countries, SI teams – 3,200 people in total made up of expatriates, national employees, permanent staff at headquarters, and a few volunteers – intervene with professionalism and commitment while respecting cultures.

The position of SAME & ABM Technical Referent is part of the Expertise & Program Quality department within the Operations Department of SOLIDARITES INTERNATIONAL. This service aims to support field teams in the development and implementation of programmatic qualityaccording to the technical standards established by SI.

Under the supervision of the SAME division manager, le.la SAME&ABM technical referent will have the following missions:

Support and technical support to Country Offices (60%):

He/she responds to requests for technical and/or methodological support in the SAME sector and/or on Market-Based Approaches, contributes to the development of country strategies and the strengthening of the technical skills and capacities of field teams as well as monitoring the quality of SAME/ABM programs.

Structuring technical expertise (25%):

He/she contributes to the development, updating and dissemination of the SAME/ABM strategy and the framework documents and tools related to these themes. It contributes to the development of partnerships with operational and academic stakeholders and to the reputation of SI externally in SAME/ABM.

Internal coordination (15%) :

He/she contributes to the annual programming of the Expertise & Program Quality department as well as to inter-departmental projects.

The transversal ABM approach is a key approach to this position and can lead to le.la technical referent to work both with the SAME pole and with the WASH (Water, Sanitation and Hygiene) pole, in particular to support the use of monetary transfers and support for the markets for goods and services linked to these sectors.

Other important approaches to integrate into the SAME sector are highly valued: nutrition and social protection.

Formation : Humanitarian Master’s degree, Political Science, International Relations, Engineering in Food Security & Livelihoods and in Market-Based Approaches or any other relevant sector;

Experiences:

  • Minimum 4 years of experience as SAME and ABM Sector Technical Manager/Referent in an NGO
  • Experiences as Manager/Coordinator of SAME programs including strong use of cash transfer modalities in the field
  • Strongly appreciated experience in one or more of the following approaches: nutrition, social protection, sector/value chain.

Desired skills and qualities:

  • Transversal understanding of SAME/ABM issues in the context of emergency and recovery, ideally development;
  • Skills in design, management and coordination of SAME projects (food assistance, livelihood support, employability and entrepreneurship support, market development);
  • Skills in market analysis as well as the design and implementation of programs using cash transfers (including knowledge of the RedRose platform);
  • Project and program engineering and capacity to define and implement tools and methodologies;
  • Knowledge of transversal approaches: nutrition, social protection, social cohesion, savings/credit mechanisms, value chain/sector, etc.
  • Excellent synthesis and writing skills;
  • Skills in carrying out intermediate or final project evaluations.

Position based at the headquarters of Solidarités International, in Clichy la Garenne (Metro Mairie de Clichy) with field travel

  • Permanent contract, Framework status
  • Gross monthly remuneration of: €3,183 or €3,316 gross monthly depending on the scale in effect at headquarters
  • Possibility of teleworking: 4, 12 days per month or 100% in mainland France, in accordance with the Teleworking Charter in force and the manager (3 consecutive days in person required per month).
  • Leave: 2.0833 CP/month and 1 day of RTT/full month of work

Mutual insurance (80%), restaurant tickets (60%), Île de France transport tickets (50%) covered by the association

Insurance covered during field trips and 1 day of recovery per weekend spent on mission.
