General context context
The conflict on the Lake Chad Basin has intensified in the past two years due to attacks by unidentified armed groups against civilians, which have pushed millions of people to leave their own home, forcing them to access essential services and destroying local infrastructure. The conflict struck the 4 countries in the Lake Chad basin (Cameroon, Chad, Niger and Nigeria) and in general, 2.4 million people were pushed to leave their own homes.
The lake area is even more vulnerable from the influx of people who exasperate pressure on already insufficient resources and the low basic infrastructure of the least developed regions of Chad. This food and nutritional crisis, displacement, epidemics and natural disasters help to exacerbate humanitarian needs and amplify existing vulnerabilities.
General objective of the position
The project manager provides a constant commitment between the various support services in order to ensure rapid support for the project team.
The project manager holds the budget for the entire subsidy/project budget and supervises/monitors financial planning, liquidity planning and the use of the budget/monitoring of the exhaustion rate.
The financial / budgetary management is the final responsibility of the project manager for the specific project and he / she must ensure that this goes hand in hand with a tight logical framework and monitoring of the work plan.
Main responsibilities and tasks
Main responsibilities
- Ensure planning, implementation and monitoring/evaluation, and set the objectives as they are included in the description of the project. Report any significant difference compared to the program implementation plan and estimated expenses; Alert the staff concerned.
- Guarantee effective financial management as the main holder of the project budget, in accordance with the interseos model and the regulation of donors.
- Team management and human resources (staff and volunteers).
- Provide quality reports on project activities, including conclusions in terms of impact and changes in terms of beneficiaries affected by the project, compliant and consistent reports in accordance with intersos and donor requirements, in collaboration with the registered subsidy unit.
- Develop a clear understanding of the Intersos program and the country strategy within the project team – also ensure that the team makes their contribution and return of information in a timely time on strategic issues.
- Support the program coordinator in the development of programs or projects.
- Make sure that the program’s provision complies with the minimum technical standards of intersos and donors, and seek advice and tools in the technical section and the Meal department.
- Ensure a clear overview of actors and services in the intervention area, by allowing the development and implementation of partnerships and orientation paths.
- Administrative and office support activities (agreements, modifications, signed reports, communications, etc.), ensuring that the documentation cycle is up to date and ensuring that the requirements of all services are harmonized and processed.
Detailed responsibilities and tasks
- Ensure the full and timely implementation of the project proposal such as approved, proactively respecting the deadlines for the production of reports.
- Launch of the project and presentation/sharing of the project with the teams.
- Examine and prepare a detailed activity plan with the team.
- Verification of the targeting of the beneficiaries.
Financial management and supply
- Prepare, follow and implement the financial and supply plan.
- Prepare the financial plan.
- Approval of all purchases/contracts and allocations of budget lines.
- Check the accounting entries in intersos accounting sheets (newspaper): check the allowances of the budget lines, the state of budgetary expenses in relation to actual delivery and the financial plan for the remaining implementation of the project.
- Ensure that for all purchases/contracts of goods/services/supplies, correct intersos supply directives are applied and properly documented, in coordination with the departments of finance and logistics.
- Check the list of expenses before finalizing the intermediate and final financial reports.
- Assumes the final responsibility for the verification of the completeness and the accuracy of all supporting documents.
Personnel management
- Cry and establish clear reporting and communication lines.
- Recruitment of the team, connection with the HR department to secure update HR files.
- Permanent coaching of teams in the field to work on the quality of delivery.
- Manages and assesses the performance of project staff.
- Organize weekly and monthly meetings with the team to examine planning and discuss the main concerns that focus on the coming period.
- Continuous/rapid verification of the quality of the data collected and received from staff in the field.
- Ensure that the teams respect the rules and directives of intersos to the mission and adhere to the code of conduct and the charter of intersos values.
Monitoring and evaluation
- Ensure the monitoring and verification of the targeting of the beneficiaries.
- By applying a management -oriented management approach, monitoring the results of the project, in addition to extrants and activities, including household and community changes made within the framework of the project.
- Perform (if the security conditions allow)) of visits to the field in order to provide technical advice and supervision to the team and to follow the advancement and quality of the various activities of the project.
Reports
- Ensure quality reports on achievements through brief daily briefs, monthly and weekly planning presented in relation to weekly and monthly performance reports containing clear quantitative and qualitative information relating to activities.
- Obtain regular team reports and compile, examine and analyze reports on a monthly basis that will be reflected in the Intersos project assessment tool.
- Prepare ad hoc advancement reports for donors and provisional and final reports of project required by civil servants; Preparing provisional and final narrative reports for the donor in a timely and qualitative manner, by examining the achievements in relation to the results and the extrants, and by clearly reflecting the lessons learned in recommendations for future programs.
- Assumes final responsibility for all support documents (means of verification) and general project documents.
- Regularly provides communication products (including photos) on the project to be used by the Intersos Communication Service in various points of sale.
Coordination and representation
- Help the program coordinator and the technical coordinators to attend the group meetings and ensure that the protruding facts and the relevant information for the intervention area is the subject of a timely report.
- Participate in regular meetings with donor representatives and facilitate the field visits to donor missions (when the security conditions allow it), in coordination with the program coordinator.
- Ensure systematic sharing of information and update with the program coordinator.
- Apport for all other related tasks that could be entrusted to it.
Required profile
Education
- University degree of the level of trade in social sciences, political science, international relations, humanitarian aid and in a related discipline
Professional experience
- Minimum of 3 years of professional experience in the management of humanitarian projects/programs, including financial management and logistical responsibilities
- Minimum 1 year of experience in the implementation of multisectoral humanitarian programs and in the analysis of the security context
Professional requirements
- Exhibition of the establishment and the maintenance of collaboration relations with donors and government counterparts, as well as in matters of conformity and production of reports to donors.
- Solid skills in terms of representation and negotiations
LANGUAGES
- Working language of the essential mission (French)
- The good knowledge of Arabic is a plus
