Impact Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives (Reach, Panda and Agora). Impact was launched on the initiative of ACTED, an international NGO whose headquarters are based in Paris. Impact is present in around thirty countries. The two organizations have a high complementarity, which is formalized in a global partnership, allowing impact to benefit from the operational support of ACTED in its fields of intervention.
We are currently looking for a senior assessment in charge to support our regional team in Senegal.

Profile Region
Dakar is the regional office for West Africa and Central Impact Initiatives. The position of senior assessment is based in Dakar, Senegal. It is entirely devoted to regional or cross -border projects and the technical support of the country missions covered by the regional office.
Functions
The senior evaluation manager will be responsible for ensuring the proper implementation of the search cycles of cross -border projects, including the preparation, data collection, writing, dissemination and evaluation stages. He/She provides the technical support necessary for the proper implementation of cross -border projects. He / she is under the supervision of the research manager.
This position requires a profile an analytical profile and a capacity to work in a remote team. The work of one. he is responsible for senior evaluation can range from the implementation of research cycles in countries, to the drafting of analytical coherent analytical products, including the transmission of good project planning practices, in good coordination with the teams based in countries.
Responsibilities
The senior evaluation manager will notably have the following responsibilities:
Research planning
- Ensure the proper implementation of the review of secondary data for the areas concerned.
- Ensure the proper implementation of the team’s research cycles, including the drafting of research terms of research, methodological notes, tools, products and dissemination strategies, the supervision of field activities, in close connection with the country teams and the various stakeholders.
Research implementation
- In close connection with the field responsible for the country teams and their respective manager, ensuring that the enumerators/sorts required are identified, recruited and trained for the collection of primary data.
- In close connection with the field responsible for the country teams and their respective manager, and in close collaboration with the manager of multi-country data, monitor data collection, ensuring its good implementation in accordance with the agreed reference terms.
- Provide the technical support necessary for countries for the proper implementation of the research cycle, according to the terms of reference agreed.
- In close connection with the field responsible for the country teams and their respective manager, ensuring the good logistical and operational preparation of collections, in close coordination with the ACTED support teams.
- Follow the progress and delays of all assessments assigned throughout the research cycle. Ensure that delays or problems identified for specific assessments are reported in writing and orally in good time to good interlocutors (at the country level, at the regional level, at the HQ level, at Impact as at ACTED).
- In close connection with the field responsible for the country teams and their respective manager and the managers of multi-country data, ensure that the data is revised, cleaned, validated and that all the revisions are recorded and stored, in compliance with the impact guidelines.
- Ensure the relationship with the impact headquarters for all stages of data validation, in collaboration with the manager of multi-country data.
Redaction of research delivales
- Ensure the drafting and validation of rigorous and multi -country results on the analytical level;
- Ensure the connection with the GIS and Data colleagues concerned to guarantee an impactful view of data adapted to the target public.
- Actively promote the improvement of analysis in Reach products and use methodologies, tools and analysis frameworks common to all units.
- Promote the good dissemination of good practices throughout the research cycle.
Management of grants and contracts
- Support the research manager in the regular report of activities as part of the monitoring of cross -border projects, in close collaboration with the regional contract manager.
- Support the research manager in the implementation of M&E monitoring tool, in accordance with contractual obligations, in close collaboration with the regional contract manager.
ENGAGEMENT EXTERNE
- Ensure representation in the relevant working groups at regional level, in close coordination with the manager, the regional SMT and the regional strategy.
- More generally, contributing to the creation of a positive image and the overall credibility of the organization, in particular by applying the mandate, ethics, values and the impact position in relation to other actors and by helping to create a rigorous culture of use and learning among humanitarian stakeholders.
Development and implementation of the strategy
- Contribute to the development and implementation of the regional strategy for cross -border and regional programs.
Confidentiality and data protection
The senior evaluation manager will maintain the strictest confidentiality on all the data collected and the related processes. He will actively take measures to prevent unauthorized sharing of all information and data belonging to Impact and his partners or collected during his mission within impact.
Required conditions
- Years of professional experience At least 3 years of relevant professional experience in a humanitarian context, such as program management, evaluation and evaluations;
- Research skills Excellent experience in the design of quantitative and qualitative research, collection and data analysis;
- Familiarity with the help system Good understanding of the aid system and the community of researchers. Prior experience of humanitarian coordination forums is desirable;
- Management experience Skills demonstrated in staff management are desirable, including remote management;
- Thematic experience Prior experience with multisectoral projects
- Experience in the geographic region Prior experience in the region/support is desirable;
- Communication skills and Excellent communication and writing skills for effective reports and revisions;
- Intercultural work environment Ability to work in an intercultural environment requiring flexibility and autonomy;
- Academic qualifications Excellent academic qualifications, including a master’s degree in a relevant discipline;
- Software skills Proven knowledge of the Microsoft Office suite, notably Word, Excel and PowerPoint. A good knowledge of R, SPSS and/or stata or other statistical analysis software is an asset.
- Safety environment Ability to work in a complex and difficult safety environment.
- Linguistic skills The mastery of French is required, that of English is an asset.
Remuneration and advantages
- For this position, the salary is between 2,400 CHF and 2,520 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of 300 USD.
- NB – Impact wages are strictly determined by our salary grid according to the rank of the position and the level of education of the staff. A safety and/or isolation adjustment dependent on the place is then applied to take into account the fact that certain staff members must work in difficult places where living and working conditions are much more difficult than elsewhere.
- Accommodation and food in a guest house. Depending on the country’s situation, a contribution to an housing allowance of up to 75 % of the specific reference index to the country can be envisaged instead.
- Membership of a Swiss private pension fund (Swisslife – approximately 9.975 % of the gross staff salary), health insurance, life insurance and repatriation assistance
- Contribution to the transport of luggage: between 20 and 100 kg, depending on the duration of the contract (+ luggage and personal property insurance)
- Annual leave of 36 days a year. Holidays in the country of assignment. Leave for family or compassionate reasons, if applicable.
- Initiation before departure – 3 days at the headquarters initiatives in Geneva + one week of training before departure at the headquarters of ACTED in Paris, including training in in situ security of 4 days;
- Registration at the Research Foundational Learning Impact Program Initiatives in the first 3 months following the start of the contract.
