Responsible for the basis base in the DRC and RCA
Main objective
Supervise and improve control procedures in the mission in all areas (finances, supply, medical/pharmaceutical, HR) using relevant tools such as con-trusted lists and risk analyzes and, in certain cases, carry out internal audits in terms of projects and capital, in accordance with the protocols, standards and procedures of MSF in order to avoid mau-vavia management and guarantee the correct use of MSF.
RESPONSABILITES
- Define and/or implement mechanisms, procedures and compliance tools in all the department and all the sites of the mission, including standard control lists. In close collaboration with the head of mission and the referent of the cell/the GRC manager and the protection of the headquarters, to be informed of the latest developments in terms of internal control and propose improvements which can then be shared with other missions.
- Make sure that the policy of fighting fraud and the guidelines for the fight against fraud and corruption are adopted in the missions.
- Inform and train all the employees concerned on the tools and procedures of conformity and ensure that the system-controls are respected by all the staff concerned, with a collection of quality data and in a timely manner.
- Support the coordinators responsible for supply (medical and non -medical areas) in the implementation of the supply policy.
- Discuss with the level of risk coordinators in their field and collaborate in the risk assessment/monitoring of risks, by presenting the results at the CMT on a monthly basis.
- Identify, assess and recommend measures to prevent losses in order to reduce financial risks. Alert the chief of mission and the CMT, the coordinators concerned and the Cell Fine referent in the event of a suspicion of abusive use of resources and goods or any significant increase in risk.
- In the event of unfair use of goods, coordinate and write an incident report on the survey. Play a consulted role in its follow-up and on any disciplinary measures. Propose and implement the monitoring of corrective measures in collaboration with the supervisors concerned.
SPECIFIC RESPONSIBILITIES IN THE CONTEX
MSF OCBA missions in DRC and RCA are long -standing missions that manage a large number of resources.
The challenges related to the appropriate control and management of such a large volume of resources, in these fragile economic contexts, are increasingly important.
The position of responsible for compliance aims to help missions improve resource management and internal control mechanisms (procedures and processes) in order to reduce the risk of corruption.
With the support and integration of previous audits, the regional compliance referent adopts a risk -based approach to assess weaknesses in resource management and, in collaboration with project and coordination teams in RCA and DRC, develops solutions to improve the management and control of our resources.
The profile:
- Propose adequate solutions, adapted to each context, and monitor their implementation and their efficiency.
- Permanently adapts the solutions proposed in order to maintain their efficiency and efficiency.
- In close collaboration with the cell and the CMT of the two missions, defines and establishes priorities and provides all relevant reports.
- In close collaboration with the coordinators of the various departments (finances, HR, supply, stock management and pharmacy, asset management), determines action plans and tools – or updates those that already exist – which can be followed by the management team throughout the year.
- Assist the management team remotely in the use of tools and the implementation of the agreed action plan.
- Improve the overall quality and efficiency of resource management in missions through the improvement of processes and controls, and thus reduce ineffectures and losses (involuntary) of resources and assets.
- Strengthen the reliability and integrity of reporting processes and guarantee compliance with laws, regulations, policies, procedures and contracts.
- Effectively balance the risks and controls: to achieve optimal balance, processes must be pragmatic and simple and adequately deal with risks exposure.
- Carry out analyzes and audits of the processes, using various audit techniques such as interviews, surveys, physical observations, corroborations, intersectoral comparisons, etc., and with the support of relevant tools such as control lists and risk analyzes, in order to assess and identify gaps, weaknesses and risks in processes, controls and procedures.
- Regularly report critical observations and conclusions, based on analysis and data and processes assessments, including gaps, management errors and the risks observed in procedures and controls. Propose general recommendations and help conduct investigations if necessary.
- Help the departments and, if necessary, collaborate with the technical referents of the head office to formalize and implement improvements, and control and assess their efficiency.
- In close collaboration with each member of the compliance management team and the cell, signals the areas likely to be improved which were observed during the analysis, including those related to the composition of the team, to the descriptions of post and to the distribution of tasks; suggest reorganizations; Help with the necessary analysis and diagnosis of the service concerned.
Post requirements
Formation
- Diploma in economics/finance/business/accounting administration or in the area of the supply chain and management
- At least two years of project management experience (including definition, planning and budget control) are essential.
Experience
- A prior experience with MSF is highly desirable, experience in other NGOs is desirable.
- Prior experience in the field as a member of international mobile staff is desirable.
LANGUAGES
- Level C1 in French and English essential, Swahili or Sango are an asset.
Knowledge
- Essential mastery of computer science (Word, Excel, ERP and Internet)
CONDITIONS
- 50 % in the DRC and 50 % in CAR (duration to be determined with the mission and the seat, about 3 months in each country, 2 visits in each country per year)
- International contract.
- Salary: IRFFG L11 and according to MSF’s remuneration policy.
- Full -time station.
- Duration of the contract: 12 months.
- Start date: as soon as possible.
