Project Manager – Mozambique

We are looking for a dynamic and passionate individual to join our Mozambique team as Project Manager.
?The main role of the Project Manager is to provide overall project management with technical expertise in all activities relating to the implementation of the project. The Project Manager has the key responsibility of coordinating and ensuring the successful implementation and targets’ achievements of the project.
The Project Manager performs each activity according to the Code of Ethics in line with AVSI Mission, Values and Method and shares the organizational culture with colleagues, beneficiaries and all stakeholders. He\she is a role model in understating, sharing and adhering to AVSI core values and behaviours (focusing on transparency, integrity, accountability, etc. as per AVSI Code of Ethics) and ensures their adoption and implementation.

Reporting to: Country Program Coordinator (1st Supervisor) and to the Country Representative (2nd Supervisor). Functionally report to donor/thematic focal point/s for each specific sector) and donor/partner.
?Main tasks and responsibilities:
- Supervise and have the final responsibility for the implementation of all the project activities in accordance with the projected/approved proposal, budget, financial planning and time schedule
- In coordination with the grant manager, operation manager and Country Programme, Manage, ensure coordination with project partners for the achievement of project objectives
- Be responsible for the achievement of all project targets and key performance indicators
- Contribute to the recruitment, orientation and training of the projects’ staff
- Coordinate projects staff, strengthen their capacity, autonomy and sense of responsibility; and contribute to their further professional development
- Be responsible for the application of AVSI logistic and administrative procedures for the assigned projects portfolio in concert with Operations Manager, Country Representative
- Ensure quality and sustainability of project(s) results through strategic and operational planning, monitoring, evaluation and learning (continuous improvement)
- Promote nexus and synergy with other national and international projects, programs and interventions
- Elaborate narrative reports as per donor procedures, including merging the partners reports, and proactively support the preparation of financial reports including the collection and verification of the relevant project documentation
- Elaborate any other reports as required by AVSI, local authorities and/or donor
- Maintain and develop proactive relationships with partners, local authorities and with all stakeholders involved
- Act as the educational focal point at national level for all projects and activities implemented in the sector
- Periodically interact with HQs focal points for coordinating and sharing new strategies, innovations, lessons learnt, criticalities, trainings, workshops etc.
- Share within AVSI worldwide network the most significant experiences and lessons learnt together with the thematic focal point
- Represent AVSI in relevant sectorial (education) coordination structures (i.e. Clusters and Working groups) and other meetings at provincial/national level
- Identify new funding proposals also with other donors and program
- Carry-out any other duties and/or responsibilities assigned by the supervisor.
?Essential Requirements
- Master’s degree in Education, Development studies, Political Science, or related fields
- Minimum of 5 years of demonstrated relevant professional experience in project management
- Minimum of 2 years of demonstrated relevant professional experience managing consortium as lead project manager/chief of party.
- Experience and well-developed skills in staff management, supervision, and capacity building
- In depth knowledge of the requirements of major donors (UNHCR, UNICEF, ECW, etc.)
? Other required skills and experiences:
- Strong budgeting, accountancy skills, and ability to prepare financial reports, budget proposals, and financial planning documents
- Good attention to detail and analytical skills
- Computer literate (i.e. WORD, advanced Excel, Outlook, financial systems)
- Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
- Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
- Knowledge of Portuguese and English languages.

- Leadership and training skills
- Capacities of managing of external audits
- Significant experience with NGOs in an international emergency environment
- Previous experience in Mozambique will be considered an advantage.
