Post objectives:
In order to ensure a relevant, appropriate and effective response to acute crises, the HI emergency management has the role of monitoring, preparation and response to natural and human disasters. The emergency management can direct certain emergency interventions or support geographic/regional management to respond to a new disaster based on the intensity of the crisis and the capacity of the program in place.
Under the direction of the Manager of the Emergency Pool, the team is made up of 7 emergency specialists, ready to be deployed within 72 hours.
Your main missions are as follows:
- Initial diagnosis and development of the emergency response
- Contribution to the definition of strategy and needs for evaluating needs.
- Participation in needs assessments, analysis of results and the definition of immediate response.
- Development of projects and writing proposals.
- Under the supervision of the management of the program or the Emergency Pool Manager, coordination of administrative, financial and human resources support for a mission opening
- Support for program opening: administrative, HR and financial logistics.
- Establishment and monitoring of the budget, financial tools, and donors compliance.
- HR supervision: national and international policy, personnel management, HR organization.
- Assessment and strengthening of partners’ capacities, contractualization, reporting.
- Contribution to the strengthening of internal capacities of response to emergency and capitalization
- Participation in the formalization of emergency methodologies, procedures and tools.
- Contribution to the HI emergency strategy and internal training.
- Participation in capitalization and transversal strategic reflections.
- External representation of hi and plea
- HI Representation in Finance/HR/Admin coordination mechanisms.
- Promotion of the HI mandate and relationship with partners (banks, lawyers, etc.).
- Support for advocacy and institutional communication activities.
- Participation in the financial management of the emergency team budget
- Support for budgetary, administrative and HR monitoring of the emergency pool, in connection with the financial controller.
Profile required:
- You have at least 3 years of experience in the field of emergency intervention as well as on a post of manager/coordination finance, HR and administration.
- You master the management of the project cycle and the rules of donors (EU, US, DFID, etc.)
- You show responsiveness and flexibility and you have a good capacity to identify the priorities to manage your workload
- You have a professional level in French and English. Spanish or Arabic is a plus.
Accessibility of the workplace:
The premises are easily accessible by public transport (bus, metro). A car parking and a bicycle park are also available. Within the building, access ramps and elevators guarantee better traffic. All workstations are located in open space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.

Post conditions:
18 -month -old fixed -term contract from 02/06/2025, based in Lyon and on intervention fields
- Aerobatic bonus (€ 620 gross/month)
- Lostiem and hardship in proportion to the time spent on the ground
- Health coverage, repatriation, provision supported by HI and the employee

- Recovery time: between 2 and 5 days depending on the duration of the field mission
