Coopi is looking for a project manager in Mauritania

In 2019, Coopi launched its first business development project in south-eastern Mauritania, 18 km from Bassikounou, in the Hodh El Ghargui region, where the Mbera refugee camp is located. Through this project, Coopi has contributed to strengthening the economic autonomy of refugees and the reception population, by offering competitive goods and services, creating sustainable jobs and improving the technical capacity of producers, thanks to different levels of the value chain. The programs are part of two main sectors such as economic development (Hod El Chargui, Nouakchott) and the development of rural infrastructure (Hod El Chargui). The promotion of food security, the development of sectors, the rehabilitation of infrastructure, conflict prevention and participatory planning, disaster risk reduction and employment are the main areas of intervention of Coopi to strengthen the resilience of local communities. The donors who are currently funding Coopi are the Foundation facilitated G5 Sahel, WFP and Agencies one.

Post objective

The project manager will be responsible for ensuring the proper implementation of the project, as well as administrative, logistical and human resources management, in compliance with the commitments made with the beneficiaries and the project manager.

Responsibilities

REPRESENTATION

  • Ensure external relations with donors, clusters, other organizations of the Education and Protection sectors, and associated technical groups, meetings of thematic working groups;
  • Ensure good institutional relations with beneficiaries, project partners and local authorities.

DEVELOPMENT

  • Strengthen the skills of local partners for the implementation of projects;
  • Produce a report to capitalize the experience acquired within the framework of the project;
  • Identify, process and prepare the documentation necessary for the submission of new projects, in accordance with the organization’s processes and procedures.

MANAGEMENT

Project management

  • Plan and control the execution of the activities provided for by the contract;
  • Ensure that the documentation of the project is complete and correct, including communications and modifications;
  • Make sure that the project monitoring systems are in place and effective to guarantee control of indicators and activities;
  • Ensure compliance with Coopi procedures and donors in all project -related activities and actions;
  • Prepare all the required, technical and financial reports, and send them to coordination for validation;
  • Ensure, by training and information actions, the prevention of violations of the Code of Ethics, LEFP and illicit behavior.

Economic/financial management

  • Provide the expenses to be made in accordance with the project budget;
  • Regularly control expenses and supervise cash management and project accounts using Coopi management tools;
  • Cooperate with the project administrator and the country.

Security management

  • Control effective respect for security procedures by all project staff;
  • Analyze the situation in terms of security in the project area and decide the measures to be taken, in collaboration with the head of mission, with regard to the security plan.

Personnel management

  • Recruitment of the technical staff of the project;
  • Coordinate and control the work of all project staff in accordance with the organization’s procedures;
  • Ensure the capacity building of project staff;
  • Correct any behavior not in accordance with Coopi’s regulations, policies and procedures;
  • Proceed to the evaluation of the staff.

Communication and management of fundraising

  • Support the production and dissemination of communication and visibility products of Coopi in the country (information bulletins, project sheets, brochures, examples of success, photos/videos, etc.);
  • Collect the data and information required in cooperation with teams in the field to improve communication products).

Candidate profile

ESSENTIAL

  • Higher education (academic) in nutrition/health or international relations, international development, political science, project management, economy or other title related to the position;
  • Field work experience in the field of development and humanitarian aid of at least 2 years;
  • Knowledge of the project cycle, the world of humanitarian aid and development cooperation;
  • Ability to work in a team and in a multicultural environment;
  • Excellent skills in interpersonal relationships and communication;
  • Good control of current software (Word, Excel, Power Point);
  • Excellent editorial skills in French;
  • Knowledge and experience in writing projects;
  • Sense of organization and teamwork, flexibility;
  • Knowledge and experience in the monitoring and evaluation methodology;
  • Ability to work under pressure, independently and in an often uncomfortable environment;
  • Respect Coopi’s values ​​and mission.

Desirable

  • Prior experience in Mauritania (or country of the Sahel);
  • Prerequisite for UN projects management;
  • Prior experience of Coopi and knowledge of its procedures and tools.
