Position summary

The Laboratory Systems Specialist will be in charge of coordinating and giving technical assistance to local authorities in the actions for the optimization of the HIV viral load network in Panama, for the project funded by the CDC award of computer support to countries under the World Fund for the fight against HIV/AIDS, malaria and tuberculosis, and under the president’s emergency plan for the fight against AIDS (PSA).

Main responsibilities

• Coordinate with local authorities the actions for the optimization of the HIV viral load network in Panama.
• Monitoring the implementation of the medium -term viral load optimization plan.
• Provide support to the decentralization plan of the viral load test nationwide.
• Monitoring of the Veraguas Laboratory of the Hands of the Laboratory authorities for the development of the project.
• Support the National Chief of Clinical Laborators in the development of activities for the improvement of the viral load network.
• Follow up on the hiring of technicians or support personnel to strengthen the objective.
• Support the Quality Control Certification process of the Regional Laboratory of Veraguas.
• Follow up on the processes of purchasing efforts, acquisition of supplies, conducting supplier search for the requirements that arise in support of the objective.
• Participate in meetings with country authorities, ICAP team in Central America and CDC.
• Provide support in public health response activities with an active case search approach, which organizes the Ministry of Health as part of the recent infection surveillance of
• Make graphs, tables and comparative tables of the different phases of implementation of the decentralization plan for presentations with national partners, donors and authorities.
• Provide support to the requirements of the Gorgas Institute in the genome and proteomic department for viral load. Provided that it is linked to viral load monitoring or allowed tests.
• Review of Operating Procedures Standards (POETS) of the Health Regions for its subsequent impression and distribution. Provided they are related to viral load or HIV)
• Support for the development of the review and formulation activities of standard procedures of viral load laboratories.
• Facilitate the continuation of the HIV CV technical table and lead activities that result from it.
• Lead the logistics efforts to be able to carry out the monitoring visits to the services.
• Make technical and administrative efforts for the purchase of supplies, supplies and equipment for strengthening the HIV CV network.
• Carry out activities for the strengthening of the capabilities of the HIV CV network staff, in aspects of taking, storage and sending of samples, differentiated models for sample take, prioritization in the use of tests, use of results and actions to reach rates of 95% CV coverage and viral suppression.
• Support for Slip and Fogela activities.
• Coordinate meetings with local authorities to implement plans to improve the HIV CV services network.
• Provide technical assistance, within the area of its competence, for the elaboration of CV command boards with information from all clinics and laboratories.
• Support to the RTCQI strategy activities

EDUCATION

• Bachelor of clinical laboratory or similar.

• Experience and minimum skills requirements

3 -year experience in laboratory management.
• Experience providing technical assistance to the Ministry of Health and Implementing partners in laboratory issues.
• Knowledge of good laboratory practices.
• Experience and knowledge in quality control systems for laboratories.

Desirable Requirements, Experience and Skills

• Desirable knowledge about HIV and advanced HIV.
• Desirable experience working with partners implementing the United States government.
• Courses and skills in public health and epidemiology
• Knowledge of ISO 15 189/1511 standard

Travel requirements

10% local trips are required.
