1. Context and objectives
Under the general supervision of the OIM mission chief in Haiti and the direct supervision of the Coordinator of the Research Unit and Data Management of IOM Haiti, and in close collaboration with the General Directorate of Civil Protection (DGPC), the consultant will support the coordination, collection, analysis and dissemination of humanitarian data within the DGPC.
The DGPC plays a central role in disaster management and the humanitarian response in Haiti, especially in travel situations linked to natural disasters and violence. As part of its activities, the DGPC collects and analyzes different data (damage assessments, census of displaced persons, analyzes of situations, etc.) in order to guide decision -making and better target assistance to affected populations.
The OIM has been collaborating for several years with the DGPC in several areas, including assistance to populations affected by crises, support for the coordination of humanitarian bodies and data management. In order to strengthen this support, the IOM is looking for a dedicated consultant to support the various DGPC departments in their activities related to data management.
2. Responsibilities
a. Press the DGPC throughout the data management cycle
In order to strengthen DGPC’s internal capacities to produce, analyze and use data independently, especially during the cyclonic season
• Provide continuous technical support to the DGPC, from data to data dissemination.
• Support the design and adaptation of assessment tools.
• Press the deployment of surveys, supervision of collection teams and monitoring the quality of the data.
b. Strengthen the capacities of the DGPC through practical training and the training of trainers
In order to guarantee the sustainability of the skills acquired and the replicability at the local level
• Design and implement training modules covering key steps: tool design, data cleaning, production of interactive dashboards, mapping, analyzes, reporting.
• Set up a training system for trainers within the DGPC to allow the transfer of skills to a national and local scale
• Develop practical guides and educational supports adapted to the different user profiles.
c. Support the processing, analysis and visualization of data
To allow rapid decision -making and based on reliable data during periods of crisis
• Press cleaning, quality control and structuring of the data collected.
• Collaborate with DGPC technical teams to develop dynamic information products (Dashboards Tables, Cards, Graphics).
• Press the writing of analysis reports and the formulation of operational recommendations based on data.
d. Ensure the coordination and integration of the DGPC in national humanitarian mechanisms
To guarantee the consistency of efforts to collect, analysis and disseminate data with humanitarian partners and sectoral coordination structures
• Facilitate technical coordination between DGPC, IOM and other relevant partners to ensure the complementarity of tools and approaches.
• Press the representation of the DGPC in terms of data, in sectoral groups and humanitarian coordination forums (e.g. CCCM, shelters, information management, etc.).
• Ensure the alignment of DGPC tools and standards with those used in clusters, in particular with regard to evaluation formats, indicators and monitoring systems.
• Support data sharing with humanitarian partners, while respecting confidentiality and responsible information management protocols.
• Ensure regular reporting to the two institutions (DGPC and OIM) on the activities carried out and the results obtained.
e. Support the DGPC data dissemination and archiving strategy
In order to guarantee appropriate access to information and responsible data management
• Press the implementation of storage, archiving and data security systems.
• Propose dissemination formats adapted to different target audiences (national authorities, local authorities, humanitarian partners, etc.).
• Organize, in collaboration with the DGPC, sessions of dissemination of results and good practices resulting from collection activities.
3. Education and experience
Education
• Master level university degree in statistics, social sciences, information management, demography, geography or in a related field, with at least two years of relevant professional experience; Or
• First cycle university diploma in the same fields, with at least four years of relevant professional experience.
Experience
• Proven experience in the coordination and implementation of data collection activities in the field.
• Experience in the design of questionnaires (especially via Kobotoolbox), cleaning, analysis and visualization of data.
• Experience in the animation of practical training, including training of trainers, on the tools and methodologies of collection and data management.
• Experience demonstrated in the creation of interactive dashboards using tools such as Power Bi or Table.
• Experience in the production of cards using GIS software (ArcGIS, QGIS).
• Work experience within a humanitarian organization, development or a public institution is desired.
SKILLS
• Excellent editorial capacity in French. A good editorial capacity in English is an asset.
• Very good oral communication skills, ability to adapt messages to different interlocutors (technical and non -technical).
• Strong organizational skills and ability to work independently, respecting deadlines and managing priorities in an emergency context.
• Good knowledge of quantitative and qualitative research methodologies, and humanitarian standards in information management.
• Excel advanced control, and very good knowledge of data visualization tools such as Power Bi, Table, or equivalent.
• Knowledge of migratory dynamics, internal trips and the humanitarian context in Haiti.
• Very good interpersonal skills and ability to work in multicultural teams.
4. LANGUAGES
English, French and Spanish are the official languages of the IOM.
For this position, the mastery of French is required (orally and written). Knowledge of Haitian Creole constitutes an asset.

Other
Hiring will be subject to a certification that the candidate is able for the envisaged employment. Subject to certain exemptions, vaccination against the COVVI-19 will in principle be required for people recruited from November 15, 2021.
