International Consultant – Climate Policy Specialist

Purpose and Objectives:

Climate change is directly contributing to humanitarian emergencies from heatwaves, wildfires, floods, tropical storms and hurricanes and they are increasing in scale, frequency and intensity. Research shows that 3.6 billion people already live in areas highly susceptible to climate change. Between 2030 and 2050, climate change is expected to cause approximately 250,000 additional deaths per year, from undernutrition, malaria, diarrhea and heat stress alone. The Nationally Determined Contributions (NDC) are at the heart of the Paris Agreement and the achievement of its long-term goals. NDCs embody efforts by each country for reducing greenhouse (GHG) emissions in support of the 2°C target and their priorities on climate adaptation.

Mongolia ratified the Paris Agreement in 2016 and updated its NDC in 2019 with increased ambition to reduce GHG emission from 14% to 22.7% by 2030, compared to the projected emissions under a BAU scenario for 2010. To achieve this, Mongolia will implement concrete measures to mitigate and adapt to climate change by improving its climate change policies, institutional frameworks and governance, access to climate finance, transparency of climate monitoring and reporting, and sectoral capacities. The initial estimations of financing needs for the NDC implementation is around $11.5 billion—$6.3 billion for mitigation and $5.2 billion for adaptation. A knowledge and support technical assistance (TA) on Supporting Climate Policy Actions will assist the Government of Mongolia climate action through enabling climate-relevant policies aligned with the updated NDC targets.

Accordingly, a qualified Climate Policy Specialist will be supporting capacity building and training material development, stakeholder engagement and coordination and to support preparation of knowledge products and reporting.

Expected Outputs:

The qualified International Consultant – Climate Policy Specialist will be responsible for:

  • Capacity Building and Training Material Development
  • Stakeholder Engagement and Coordination
  • Knowledge Products and Reporting

Detailed output outlined in the following section.

Responsibilities and Tasks:

Deliverable 1

Capacity Building and Training Materials Development – Develop training modules and guidelines tailored for government on the application of PIP (Public Investment Program).

Facilitate capacity building webinars to build knowledge of integrating climate considerations into investment pipelines

Customize case studies, exercises and template that stimulate the PIP process.

Deliverable 2

Liaise virtually with government agencies, development partners, and technical working groups to ensure alignment and ownership of training and policy products.

Support online dialogue platforms and policy forums to disseminate findings and build consensus on proposed recommendations.

Deliverable 3

Prepare knowledge products including briefs, policy notes, presentations, and technical reports.

Contribute to periodic progress and final report to the Ministry and donors as required.

Working Principles: The consultant will report to the Director of Risk Governance and Financing Department and coordinate closely with Climate Finance Specialist and Capacity Building Specialist.

Qualifications:

The candidate should hold:

  1. Post graduate degree in environmental management, climate change, disaster management or any related discipline.
  2. A minimum of 7 years of working experience in environment and climate change, urban development, monitoring and evaluation, research, monitoring, etc.
  3. Ability to prepare technical reports, monitoring frameworks, and analytical content for international partners.
  4. Similar work experience in Government/INGO/bilateral or multilateral development partner-funded projects is preferable.
  5. Demonstrated ability to plan and organize work and time independently.
  6. Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment.
  7. Strong desire to learn, and undertake new challenges, must be a creative problem-solver, must have self-confidence, willing to work hard and to deliver quality work.
  8. Excellent command of written and spoken English.

Duty Station: Home-Based

Duration: The total time of the assignment would be 6 months.

Itinerary: Travel and related expenses such as transport, seminars, air travel, and accommodation will be covered by the project in accordance with ADPC regulations, and all expenses are subject to prior approval by the Director, and official travel shall only proceed upon such authorization by Director.

Condition of payment: Remuneration and payment terms will be based on the submission and approval of the required deliverables by ADPC, in line with the scope, quality, and completion of services outlined in the “Responsibilities and Tasks” section.
