HR management manager – emergency cell (f/h)
Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose life is threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion of care.
The emergency unit of doctors without borders recruits a Cell management responsible for HR management.
Missions :
The HR management in charge of the emergency unit is responsible for the management of international employees, requiring a level of particular anticipation, responsiveness and innovation due to the nature of these operations (short mission durations, high turnover, visa constraints, profile, etc.)
Under the hierarchical responsibility of the HR coordinator of the emergency cell and the functional responsibility of the HR manager of the emergency unit.
Your main activities, as a member of the cell team, are as follows:
Concerning the emergency missions of which he/she has the responsibility of follow -up:
- Be responsible for the management of international HR, requiring a level of particular anticipation, responsiveness and innovation due to the nature of these operations (short mission durations, high turnover, visa constraints, profiles, etc.)
- Matching des IMS : Participate in the assembly of the IMS team structure of the emergency mission followed (organization chart, required profiles, team composition). Identify the required profiles either in the emergency pool, or in collaboration with the pool managers (explanation of the profiles sought to the pool managers, screening of the proposed profiles, validation of profiles which correspond by the business referents of the cell)
- Being a guarantor of updating HR monitoring documents: IMS organization chart, Expat Planning, welcome document, etc.
- Guarantee the update of connection documents in Share Point.
- Brief and debrief international staff.
- Ensure the departure and return of international staff in connection with HR managers and departure managers.
- Update the HR databases (LIGO) according to the placement and management parameters defined for the staff deployed the intervention fields (contract dates, monitoring of absences, etc.)
- Support the HR teams of countries of intervention in the implementation and effective handling of the new HR information system (LIGO).
- Evaluate the international staff monitoring system and offer improvement avenues.
- Detachment land in occasional supports.
Regarding the HR support at the emergency cell:
Organization of briefs / debriefings
- Ensure fluid communication of briefing and debriefing schedules of IMS within the emergency unit and in other departments involved in monitoring the mission concerned.
- Contribute to the implementation of the preparation and induction system for international staff leaving deployed on emergency operations; Develop induction kits by medico-operational theme, intervention typology and business profiles.
Management of emergency situations response teams (Emergency – Pure)
- Assist the HR coordinator in the animation, monitoring and daily management of the emergency pool (investments, training, holidays, contacts, information sharing, housing, etc.)
- Assist the HR coordinator for pure and seat recruitment.
Operational HR transversal projects and projects.
- Participate in the organization and animation of workshops and working sessions of the emergency unit.
- Contribute to the deployment of learning and development initiatives (L&D).
- Keep update internal communication tools and supports and knowledge management HR emergency.
Profile sought:
- Experience (1 year minimum) with MSF on field posts (HR manager, Admin Transit, CORH), or/and seat is essential.
- Good knowledge of MSF, its organization, its land, and particularly of the contexts of emergency intervention.
- HR function experience.

LANGUAGES : English and French currents (B2 minimum)
Specificities of the position:
Status : CDD of 9 months full time with possibility of on -call on weekends. Cadre -based post in Paris with trips to MSF land to be expected. Teleworking according to the rules in force at MSF (2 J/SEM.).
Conditions : 47,390K € gross annual over 13 months. 22 days of RTT per year. Complementary health care at 100% by doctors without borders. Restaurant titles with a facial value of € 12 (60% care by doctors without borders). Support at 50% of the title of public transport/ or mileage compensation bike if justified.
Due to administrative constraints linked to the duration of the contract, candidates must already have a work authorization in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
