A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors.
Humanity today faces more and more numerous, deep and prolonged crises, in which climate change plays an important role.
In this context, the Directorate of International Operations of the French Red Cross has refocused its expertise on two priority areas :
the health and the disaster management.
For the CRf, this involves developing actions that aim to strengthen the preparation of Movement actors, respond to crises and disasters in a coordinated manner and by developing innovative anticipation approaches.
A second axis aims to help local populations and institutions reduce their vulnerabilities and better prepare for disasters and crises.
THE actions are focused around the stages of the disaster management cycle:
**1_**Preparation actions at the different organizational levels of the Movement, at the national level, by supporting National Societies, but also delegations of the French Red Cross when they are present, in order to enable them to position themselves as essential players in this system; at the regional and global level, by participating in the evolution and development of emergency response tools through regional mechanisms coordinated by the Federation, our Regional Intervention Platforms (PIR) and global tools with the Emergency Response Teams (ERU) and Rapid Intervention Teams
(Rapid Response) ;
2_ Prevention and mitigation actions aimed at reducing the vulnerabilities of institutions and communities to crises and hazards in order to improve their resilience;
3_ Response actions through the various tools of the Movement and the French Red Cross with the sending of equipment and specialized human resources in the areas of health, including mental health, public health interventions and clinical care of patients, access to water, emergency distribution and humanitarian coordination.
Later
You lead a team of 6 people, working closely with the department manager, and participate in the definition and deployment of the strategic orientations of the French Red Cross in terms of risk and disaster management.
As such, your mission will be;
Mission 1 Strategic management
Participate in the definition of strategic orientations in terms of GRC and manage their implementation.
Ensure management of the GRC strategic framework in line with the department’s objectives.
Develop reference frameworks to strengthen the quality of interventions.
Contribute to the development of research and innovation activities with various external technical partners, the Innovation Department and the CRF Foundation.
Work in close collaboration with the Health and Development Support Departments of National Societies to ensure consistency and complementarity of approaches, integrating the dimensions of preparation, response and resilience into international projects.
Ensure that emergency response actions are linked to risk reduction and adaptation dynamics in the medium and long term, within a humanitarian-development-climate nexus logic.
Mission 2 Coordination of technical productions
Manage the department’s technical production (guides, tools, training) to meet the needs of technical teams in the field.
Guarantee the quality of technical productions, ensuring their relevance in relation to operational needs and international standards.
Monitors the quality of technical support from FIU operations referents.
Mission 3 Animation of the Center and development of skills
Ensure the animation of the Pole and ensure the cohesion of the teams within the Department
Supervise the technical support of technical referents (validation of missions and prioritization).
Ensure the development of technical skills of team members through training and mentoring.
Encourage the personal and professional development of team members by identifying continuing education opportunities.
Set up feedback and capitalization sessions to promote collective learning.
Mission 4 Monitoring, representation and development of partnerships
Ensure technical and strategic monitoring of GRC, climate and resilience issues
Ensure the representation of the department with the Red Cross Movement and international partners.
Participate in thematic working groups at the international level and represent the department at conferences, forums and meetings with technical and scientific partners.
Develop strong relationships with external partners to strengthen the department’s recognition within the humanitarian community.
Develop technical and innovative partnerships.

Of higher education (master’s or doctoral level) in management of natural risks, environment, geography, climate change
You have expertise in the field of disaster risk reduction
Expertise in management of development projects and in emergency contexts in the field of GRC.
Mastery of project cycle management, including design, implementation, monitoring and evaluation.
Ability to contribute to knowledge capitalization processes and the dissemination of good practices.
You will be able to lead, develop, unite teams and ensure coordination between the different partners.
Flexible, committed, autonomous and responsive, you communicate efficiently.
This position requires very good command ofEnglishboth orally and in writing.
