SOLIDARITES INTERNATIONAL (SI) is an association of international humanitarian aid which, for more than 40 years, has rescued populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases linked to unhealthy water, the leading cause of mortality in the world, if implemented by its interventions an expertise in the field of access to drinking water, sanitation and the promotion of hygiene but also in that, essential, of food safety and means of existence. Present in more than 20 countries, the SI teams, 3000 people in total, made up of expatriates, national staff, permanent staff, some volunteers, etc.- intervene with professionalism and commitment to cultures.
The mission
During 2023, if reinforced its presence in the ZMPP with operational coordination in Port-au-Prince. A project is implemented thanks to the financial support of the Interministerial Committee for Food Aid (CIAA) within the Metropolitan Zone of Port-au-Prince (ZMPP) in order to help strengthen the food security of difficult areas of jealousy (town of Pétion-Ville) and this, despite the growing insecurity thanks to the use of electronic coupons with monetary value. Faced with the alarming deterioration of food security and increased insecurity in recent months, so continuous to favor the use of the Red Rose system in order to cover the urgent food needs of households which aims to contribute to fighting food and nutritional insecurity of vulnerable households and more precisely pregnant women and nursing women (FFA) and malnutris or at risk Metropolitan Port to the Prince (ZMPP).
The SI team has been mobilized since 2023 for an EAH response (water provision, waste management, latrine constructions, awareness and distribution of hygiene kits) on 6 sites of people displaced in the municipalities of Port-au-Prince and Delmas via funding from UNICEF and CDCS. If also obtained IOM funding to make CCCM on these 6 IDPS sites. As part of the CDCS project if also rehabilitated EHA infrastructure in 3 schools in the city of PAP.
Since 2022, our teams have responded to the resurgence of the cholera epidemic. From October, Solidarités International, in collaboration with the Haitian authorities, followed the national strategy to combat cholera with a double approach “punch” (control) and “shield” (prevention).
February 2024, Solidarités International submitted an Echo project with its local partner Orrah for an emergency intervention in protection and water, hygiene and sanitation (EHA) to meet critical humanitarian needs of the displaced populations and host communities (CH), resulting from the violence of organized criminal groups (GCOS) and their growing control over the country. Within the ZMPP, the action will offer an integrated and multisectoral approach on 9 displaced sites and their respective CHs, with the aim of reducing i) the risks of protection, and in particular gender -based violence (VBG) and II) the health risks of propagation of water diseases.
General objective
The position is based in Port-au-Prince
- The program manager is in charge of implementing and achieving the objectives defined in project proposals.
- He/she is responsible for the supervision of the operational teams assigned to his program.
- He/It is the guarantee of the proper execution and quality of the program implemented, and if necessary, offers adjustments or developments to guarantee its relevance.
SPECIFICAL STOCES AND DEFIS
– A very degraded security context, with activities on displaced sites located in urban areas controlled by GCOs
– Echo project continuity in consortium with a local NGO involving:
- Programmatic implementation, planning and dimension of EHA activities on 10 displaced sites
- Coordination and monitoring of EHA activities with the local partner
- An outing of water trucking with the rehabilitation and implementation of community kiosks
- Construction activities/ rehabilitation of EHA infrastructure on sites (latrines and showers) and in a health center (Wash in Health) as well as a muscles
- A sensitivity to transversal protection issues and an integrated approach between the EHA component and the protection component implemented by the local partner
- An appetite for coordination with the other humanitarian actors in connection with the positioning of SI as CCCM player on 10 of the sites targeted by the action
– The management of several projects for the EHA response on displaced sites (HPD Unicef, CDCS subject to obtaining funding)
– emergency response cholera in addition to the emergency response to travel with little funding and in a very degraded security context
Priorities in the first 2-3 months
- Launch of the Echo project
- Implementation of tools and coordination mechanism for operational monitoring with the local partner
Security constraints
Haiti, and mainly the metropolitan area of Port-au-Prince is categorized in level 4. Safety is very volatile/degraded in Port-au-Prince due to the presence of armed groups and daily clashes between all forces. The situation requires daily adaptation of movements and rules but does not prevent the conduct of activities. Peaks of violence are becoming more and more regularly and intense the mission safety rules are strict (currency covers which evolves between 2 p.m. and 8 p.m. depending on the weeks, no travel on foot …), many population trips in the city and among the national teams of SI.

A employee post: According to the experience, from EUR 2310 gross per month (2100 basic salary + 10% of annual leave payments paid monthly) and a monthly per diem of USD 750
If also covers housing costs and travel costs between the country of origin of the expatriate and the place of assignment.
Breaks : During the mission, an work -study system between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by International Solidarity). To these break periods, there is an additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a provident system including risks of war. Indispensable vaccination and antimalartudian treatment costs are reimbursed.

The position is based in Port au prince, the accommodation offered is in guest house in individual rooms located in a secure compound located 1km from the office. The standard is very correct (pools, tennis court, room with private bathroom).
Restaurants, a supermarket, stores allow all needs to be covered.
The office is also correct, well located in a residential and quiet area.
Diploma required/experience
Master in project management / coordination or technical equivalent
- 3-4 years of experience in the humanitarian sector
- 3-4 year old experience in a similar position
COMPETENCES TECHNIQUES
- Technical experience in the EHA fields
- Solid boq skills and design examination
- Mastery in rehabilitation / construction of latrine / shower type infrastructure / tanks
- Mastering project management including multi-contract budgetary management
