Position overview:

Chemonics International is seeking a GESI Manager for Youth as part of the NELY (Northern Economic Livelihood for Youth) activity in Benin, funded by the United States Agency for International Development (USAID). The NELY activity specifically targets young people living in northern Benin, particularly young men who are at risk of recruitment by violent extremist groups. This proposed activity will listen to young men and women and work with them to design specific interventions at the local level that aim to improve purchasing powers, develop self-sufficiency and improve inclusion in the modern economic market. To do this, it will introduce relevant technologies, establish partnerships with the private sector and seek solutions that involve vulnerable young men and women. Through co-creation, young men and women will work together, develop interconnectedness, mutual interdependence and greater community resilience, while having meaningful life experiences that invest them in the development of their communities.

The GESI Advisor/Manager will work with project staff to ensure that the design and implementation of project activities takes into account the need for equitable participation and inclusion of women, youth and other groups under -represented and marginalized in Benin. In cooperation with all technical and project management teams, the GESI Youth Lead is responsible for guiding, planning and ensuring an integrated and effective approach to the implementation of all training activities, capacity building and events related to gender equity and social inclusion (GESI), including workshops, on-the-job training, mentoring and coaching, events, and ensure that all these activities are consistent with the expectations of our counterparts, FCDO regulations and the project agreement. The GESI Youth Lead will advise the technical team to ensure that the project-related activities under his authority are implemented successfully and sustainably by the project partners.

Main responsibilities:

  • Integrate GESI best practices and guidelines into project objectives and activities so that every aspect of the project reinforces the concept of equitable participation and takes GESI into account. Specifically, this involves ensuring that GESI is integrated into the development of theory of change, research and evaluation methodologies, and reviewing the results of research, evaluation and of the MEL to ensure the appropriate integration of results relevant to the GESI.
  • Identify and discuss with program management and staff opportunities and strategies for integrating the GESI initiative into project planning, activities and outcomes.
  • Maintain good working relationships and liaise with counterparts, including government officials, implementing partners and other donor organizations, regarding the participation of women, youth and other marginalized groups in activities of the project.
  • Participate in program monitoring and evaluation and communications efforts to collect, evaluate and disseminate GESI data relating to project activities and ensure that data is disaggregated according to relevant GESI criteria, including gender. More specifically, this involves ensuring that program monitoring and evaluation efforts are undertaken taking into account GESI, as well as GESI in the traditional sense of the term.
  • Perform other tasks as assigned by the technical DCOP in order to achieve project goals and objectives.

Qualifications

  • At least 5 years of relevant technical experience in gender mainstreaming and/or social inclusion in international development projects and MEL/research initiatives.
  • Experience in implementing gender equality assessments, reviewing action plans and work plans to mainstream gender equality and social inclusion, creating resources for implementation implementing projects.
  • Advanced degree in international development or a relevant field required
  • Experience working on projects in Benin and understanding of the GESI context in Benin.
  • Experience in organizing training on gender integration.
  • Experience integrating GESI considerations into MEL research and/or engagements.
  • Experience with trauma-informed MEL is desirable but not necessary.
  • Demonstrated leadership, versatility and integrity.
  • Fluency in English and French required
  • Experience working or supporting programs in the West Africa region preferred.
  • The position will likely be based in Cotonou, with significant regular travel to northern Benin.
