Generalist
The International Committee of the Red Cross (ICRC), is a impartial, neutral and independent humanitarian organization. Having its headquarters in Geneva, Switzerland, the CICR is responsible for providing protection and assistance to victims of armed conflicts and other situations of violence, provides humanitarian aid in emergency situations and is working to promote respect for international humanitarian law and its integration into national laws.
Since its return to Haiti after 4 years of absence (2017-2021), the ICRC has focused its action on 1) the protection of communities and the prevention of the humanitarian consequences of armed violence, by promoting respect for humanitarian principles and access to essential services including emergency health care, through a dialogue with weapons of arms; 2) Promotion of prehospital care and support for health structures receiving wounded by weapons in its intervention areas and 3) Capacity strengthening the Haitian Red Cross (CRH) to meet the humanitarian needs generated by armed violence (in particular its ambulance service), epidemics (eg cholera) and natural disasters, as well as support an inclusive collective response of the movement Red cross, in coordination with other movement partners.
As part of the development of its activities in Haiti, the ICRC recruits two (2) candidates for the position below:

Under the supervision of the field team leader, the general land agent supports the implementation of activities in priority areas through:
- A continuous analysis of the humanitarian and security environment;
- The development and maintenance of a network of key interlocutors (local authorities, community leaders, partner organizations, etc.);
- The facilitation of multidisciplinary activities (protection, health, water housing/wathab, cooperation, communication), from planning to their execution.
- He/She plays a transversal and flexible role at the service of the various departments, guaranteeing community anchoring, the fluidity of the action and the visibility of the ICRC with local actors.
Main responsibilities
Network and community commitment- central component of the role, the field agent plays a key role in the construction and maintenance of the local network in the area assigned to him. He/she facilitates understanding of the context, acceptance of activities, and contributes to the anchoring of the ICRC within communities.
- Identifies, develops and maintains a network of diversified contacts (local authorities, community leaders, etc.) in the area where he/she will work.
- Supports outing preparations (notifications, community acceptance, coordination with key players).
- Contributes to humanitarian dissemination and proximity dialogue with local stakeholders.
- Participate in internal and external coordination meetings, and represents the ICRC with local actors.
- Analysis of local issues, identifies social or political risks, opportunities and dynamics, and offers operational adjustments.
Implementation and support for activities: The field agent plays a transversal role in the facilitation and the smooth running of activities in the field.
- Participate in multidisciplinary assessments (protection, wathab, health, etc.).
- Contributes to the rise in information and to monitoring the needs identified in particular in protective matter
- Ensures the consistency of the activities implemented with the protective challenges observed in the field.
Implementation of specific protection activities
- In collaboration with other field agents and protection agents, provides documentation protection of the civilian population (PPC), relevant and of technical quality, with victims of online violations with the protection priorities defined by the PPC strategy of the delegation.
- Participate in the update and monitoring of potential and/or open PPC cases.
- Contributes to the development and carrying out of the activities relating to protection themes such as for example: health care in danger, gender -based violence/vs, community -based protection;
- Ensures good management and sharing of protection information within the team
- Contributes to the implementation of a PLF response to displaced persons or to communities affected by violence, if the needs are proven.
Environmental analysis and reporting: In connection with its proximity role, the field agent contributes to documenting the operational context.
- Follows and analyzes the evolution of the security, humanitarian, social and political context in targeted areas.
- Proactively works on the collection of preliminary information on incidents or problems related to PPC;
- Participate in the development or updating of zone strategies in coordination with the FTL.
Minimum knowledge, experience and criteria required :
- License in law, social sciences or other relevant fields;
- 4 to 6 years of field experience, ideally in a humanitarian or community context;
- Master of French and Haitian Creole (written/oral); notions of desired English;
- Excellent communication capacity and adaptation to a changing environment;
- Good knowledge of ZMPP and local community dynamics;
- Developed sense of discretion, neutrality and teamwork.
- Availability and flexibility for frequent field missions in the metropolitan area of Port-au-Prince.
- The generalist agent will have to comply at all times and all circumstances in a strict obligation of neutrality, independence and impartiality. As such, it cannot be avoided of any public position – whether it has been passed, present or future – in connection with the context, the actors, the geographic area in/with which it is led to work.
