Expert Rapid Response Mechanism (RRM)

Relationship structure: Reports directly to the regional manager (1st supervisor) and the secretary general (2nd supervisor).

Objective of the position: The ECHO 14 project aims to provide a coordinated and multisectoral emergency humanitarian response to the most vulnerable populations affected by shocks such as violence perpetrated by organized criminal groups (GCO), population travel, protective incidents, and natural disasters in the artonibonite area via the rapid response mechanism (RRM). It is in this context that the RRM expert intervenes, playing an essential role as a sectoral sepert (the) in guidance, planning, implementation and monitoring of program activities.

The RRM expert plays a central role as the technical expert from the RRM. He/She is responsible for guiding multisectoral actions in accordance with the principles and procedures of the RRM, while ensuring consistency and complementarity with other humanitarian program projects. Under the supervision of the humanitarian coordinator, he/she works in close synergy with the RRM project managers, which he/she supports and directs on the technical aspects of interventions. He/She also ensures the supervision of the Artibonite antenna as well as operational teams, guaranteeing the quality, relevance and efficiency of the responses provided on the ground.
He/she will contribute to strategic planning, technical implementation and monitoring of RRM activities, by ensuring their consistency with international humanitarian standards and the priorities of donors.
In addition, the RRM expert actively participates in coordination and consortium meetings with partners, contributing to strategic collaboration and harmonization of approaches within the RRM system.

Responsibilities:

  • Provide technical expertise for the orientation, planning and implementation of RRM activities.
  • Collaborate with the Meal team to define specific indicators and monitoring tools for RRM.
  • Ensure the consistency of interventions with international humanitarian standards and the lessor’s guidelines (notably Echo).
  • Contribute to strategic planning, technical monitoring and the analysis of the results of the interventions.
  • Supervise the antenna of the Artibonite and the operational teams in the field.
  • Work in synergy with RRM project managers to guarantee the technical quality of responses.
  • Actively participate in coordination and consortium meetings with partners.
  • Represent the RRM mechanism to the lessor, stakeholders external to the consortium, and local authorities, ensuring a constructive dialogue and good visibility of the actions carried out.
  • Promote consistency and complementarity between humanitarian program projects.

Essential requirements:

Training: diploma in social sciences, international cooperation or related areas.

Professional experience: at least 5 years of experience in the implementation of projects with the RRM mechanism.

Language: Good knowledge and understanding of written French and spoken necessary

Additional skills:

  • Excellent skills in written and oral communication, ability to write clear and concise technical relationships.
  • Solid ability to strategic planning and context analysis.
  • Demonstrated ability to work independently and take initiatives in complex and changing environments.
  • Knowledge of Echo guidelines and RRM mechanism at the international level.
  • Excellent skills in training, facilitation and work with communities.
  • Ability to work in complex contexts.
  • Excellent knowledge of French (written and spoken); Knowledge of other local languages ​​is a plus.
  • Prior experience with the lessor Echo.
  • Preliminary experience in Haiti.
  • Experience in similar – humanitarian contexts, testifying to a high adaptability.
