The humanitarian situation in the provinces of eastern Chad has seriously worsened due to the new influx of refugees and returnees from Sudan – more than 700,000 and this figure continues to increase (including 164,000 repatriated) to March 16, 2024. This situation increases the vulnerability of the 1.9 million members of the reception communities in these three provinces, most of which were already vulnerable before this new crisis.
To meet this humanitarian crisis, Impact Initiatives will start its operations in October 2024. Priority activities at the start will focus on the east of the country, with the monitoring of camps and refugee sites, market analysis, and public health assessments.
Functions
Under the direction of the research manager, the assessment manager is responsible for the implementation of the impact search cycles in Haiti, including the preparation, data collection, analysis, writing and evaluation stages. Throughout the research cycles, the assessment manager engages with the partners to promote their participation and maximize their impact. He/She also ensures effective and transparent use of the resources necessary for the implementation of projects. This may include direct supervision of evaluation teams.
The assessment manager will in particular be responsible for:
Preparation for research design, sampling, reference terms, etc.
Preparation of data collection tools and field tests
the development of training equipment for investigators
Follow data collection and their quality in coordination with the field manager
the development of the data analysis plan and the entire analysis process
The production of reports, information sheets, dashboard, etc.
Within the framework of its mission, the evaluation manager will be welcomed by ACTED, a global impact partner, and will be under the direct responsibility and the management of the National Director of ACTED and its delegates for all administrative, security, logistics and finance issues. He/she will therefore fully comply with the rules and regulations of ACTED in matters of security, administration and human, logistical and financial resources.
RESPONSABILITES
- The assessment manager is responsible for supervising planning, implementation and monitoring of research cycles to which he/she is assigned, in close coordination with other team members and with the external partners concerned. In doing so, the assessment manager will ensure effective management of projects and related resources, including (if applicable) national and international evaluation personnel responsible for hierarchical management.
- More specifically, the assessment manager is loaded with the following tasks:
Research planning and implementation
- Preparation of research design (sampling, reference terms, tools, etc.)
- Development of training equipment for investigators
- Monitoring data collection and their quality in coordination with the field manager
- Development of the data analysis plan and the entire analysis process
- Production of reports, information sheets, dashboard, etc.
Participate in the identification of logistical, HR and financial needs
- Frequent participation in internal impact meetings
- Identification of HR, logistics and financial needs
- Monitoring of deliverables and the colleagues’ chronogram under his responsibility.
Commitment and strengthening of external capacities
- Provide training with external partners (one, NGO, etc.)
- Participation in meetings of the various clusters;
- Reach representation with external partners
- Presentations of impact projects during the relevant workshops.
Required conditions
- University training: Excellent university qualifications, including a master’s degree in a relevant discipline (international relations, political science, social research, sociology, economics, development studies, or similar).
- Management experience: Prior experience in a management role in a field on the field. Proven experience of the management of international and national teams in humanitarian contexts.
- Safety environment Ability to operate in a complex and difficult safety environment or previous experience in contexts with a strong security challenge an asset;
- Familiarity with the help system Familiarity with the help system and research methods;
- Communication and reporting skills Excellent communication skills and writing effective reports, including proven experience in the contribution to high -level presentations/briefings.
- Years of professional experience At least 3 years of relevant professional experience or proven increase in impact.
- Research skills : Excellent research and analysis skills are an asset. Experience in assessments. Monitoring and evaluation, field research and evaluations are an asset.
- Software skills Proven knowledge of the Microsoft Office suite, notably Word, Excel and PowerPoint. Advanced R, or other statistical analysis software is an advantage. An experience with Indesign, Tableau or Power Bi is a strong asset;
- Skills in various tasks management Ability to perform several tasks within tight deadlines, on many research cycles in a complex environment;
- Level of independence An autonomous person with a proven capacity to work independently;
- Intercultural work environment Ability to operate in an intercultural environment requiring flexibility;
- Linguistic skills Mastery of French and English required;
Remuneration and advantages
- For this position, the salary is between 2,300 CHF and 2’520 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of 300 USD.
- NB – Impact wages are strictly determined by our salary grid according to the rank of the position and the level of education of the staff. A safety and/or isolation adjustment dependent on the place is then applied to take into account the fact that certain staff members must work in difficult places where living and working conditions are much more difficult than elsewhere.
- Accommodation and food in a guest house. NB – Impact is hosted by ACTED in this country.
- Membership of a Swiss private pension fund (Swisslife – approximately 9.975 % of the gross staff salary), health insurance, life insurance and repatriation assistance
- This base is not a place of family assignment
- Plane tickets every 6 months and covered visa costs (travel costs in the country and professional expenses are fully covered)
- R&R after 2-3 months (plane ticket up to $ 500 + $ 200 subsistence allocation) if the place of assignment allows
- Contribution to the transport of luggage: between 20 and 100 kg, depending on the duration of the contract (+ luggage and personal property insurance)
- Annual leave of 36 days a year. Holidays in the country of assignment. Leave for family or compassionate reasons, if applicable.
- Initiation before departure – 3 days at the headquarters initiative impact in Geneva + a week of training before departure at the headquarters of ACTED in Paris, including training in in situ security of 4 days;
- Registration Research Foundational Learning Programme impact initiatives within 3 months of the start of the contract.
- Impact gives priority to the psychological security of its staff and the health insurance provided covers, among other things, up to € 1000 per year of psychosocial advice costs.
