Role and main responsibilities
The Country Finance Manager is a key member of the country management team. He/she will be responsible for ACTED for financial management in the country under the authority of the country director and the administration and finance director of the head office. The CFM ensures that national legislation is taken into account, and that the financial standards of ACTED are applied in terms of accounting, financial control systems, internal/external reporting processes, so as to ensure efficient use of resources. The Senior Country Finance Manager provides technical support and a skills rise to the Staff Administration and Finance Pays. The Senior Country Finance Manager will alert the country director and the HQ finance director in the event of major problems that may have a potential financial impact on the mission.
Main responsibilities
1. Cash management and management
- Management of accounting and supervisor the accounting cycle for the mission
- Cash management – ensure fluid cash control and management
2. Expenditure commitment, budget control, & financial management
- Expenditure commitment
- Monitoring of the project budget, mission cost control, internal and external audits
3. Management of the project financial cycle
- Develop the budgets of projects and reports
4. Team management and other tasks
Qualifications and skills required
- Master in finance, audit, business management or equivalent;
- At least 3 years of experience in financial and budgetary management;
- Excellent financial and analytical skills;
- Excellent communication and writing skills to effectively account for the financial performance of programs;
- Ability to manage teams and show leadership;
- Ability to assess the skills in team finance, and to train them;
- Ability to take responsibility and manage stress;
- Ability to work in an intercultural environment and be flexible;
- Knowledge of the assignment area is a plus;

Conditions
- Salary: To determine according to the profile and the assignment mission
