CONSULTING_ADVISORY FOR TAX OBLIGATIONS OF EXPATRIATES

The general objective of the consultancy is to analyze and make a calculation regarding the fiscal responsibilities of the year 2025 and 2026; to which each of our foreign workers (expatriates) would be obliged according to their tax residence; in accordance with current applicable Colombian regulations.
Range

The consultancy must include adequate planning, pertinent regulatory evaluation and obtaining sufficient and competent evidence to allow you to reach a conclusion on which to base your opinion; in accordance with what was stated above.
Know the obligations and implications of the year 2025 to date for each of the foreign workers; depending on each particular situation where the tax obligations to which they are exposed are analyzed.
NRC currently has seven (7) expatriate contracts originating from Oslo-Norway.
Taking into account the diagnosis made; provide advice and compliance with the formal and substantial obligations derived from the process on an individual basis.
Activities

The consultancy must carry out at least the following activities, without prejudice to other verifications that in its discretion are considered necessary: To do this, you must analyze each case taking into account: the information, supports and everything relevant to obtain necessary evidence considering points such as:
•Analysis where it is concluded whether or not there is tax residential in accordance with the regulations.
•Identification of tax obligations in the country.
•Identification of the obligation to file tax returns in accordance with the previous analysis of tax residence.
•Identification of double taxation agreements that apply according to each person.
•Calculation of taxes payable for taxpayers.
•Presentation of taxes to control entities.
Products

1. Report on expatriate tax responsibilities: which must contain the conclusion of the advice, detailing the tax responsibilities in Colombia for each expatriate, at least with the following criteria and others that are considered necessary:
• Tax responsibilities of each expatriate.
• Calculation and procedure of taxes to pay
• Final status for each of the expatriates.
• Risk analysis in fiscal, labor and immigration terms according to the situation of each expatriate both for NRC Colombia and for hiring derived from the parent company.
• Recommendations.

Reports must be submitted in Microsoft Word format, in Spanish. Texts should not be formatted.
Charts or other graphic elements must be editable (i.e., they must not be images). All references must be cited according to convention and detailed in a bibliography, using the Harvard system as set out in the UNESCO Manual of Style. All literal quotes must appear between quotation marks and must not be excessively long. All data collected within the framework of the consultancy must be submitted together with the deliverables, in a widely recognized format, for example, Microsoft Excel.
Work plan and proposed schedule

The schedule and work plan will be agreed with the contractor, however, it is established that all activities and deliverables must be ready by July 30, 2026, giving vital importance to those statements that may generate some type of sanction.

How to apply

Interested bidders must submit their offer before March 5, 2026 at 3:00 p.m. Colombian time, to the email co.logistics.bog@nrc.no with a copy to
karol.fernandez@nrc.no with the subject BOG3809 EXPATRIATE TAX CONSULTING.
Offers must contain the following documentation:
 Natural person: Resume, RUT, Bank Certification, copy of the identification document and Chamber of Commerce (if available).
 Legal entity: Chamber of Commerce with at least 30 days of experience, bank certification, RUT and ID of the legal representative.
 Technical proposal that includes suggested methodology to present the products.
 Economic proposal.
 Three (3) certifications of relevant experience consistent with the purpose of this contract.
 Technical and Economic Proposal with suggested methodology to present the products.
 Work schedule according to the technical proposal to be presented, estimating the days and number of personnel used to develop the contract.
