A. About the Asian Disaster Preparedness Center

ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and expanded its role to serve scientific, educational, developmental, and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR).

B. Department Introduction

The Preparedness and Climate Action (PCA) Department of ADPC focuses on enhancing the preparedness, climate action, and adaptation capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors within the Disaster Risk Management and Climate Resilience Ecosystem. It emphasizes the importance of locally-led adaptation strategies as a critical component of effective climate action while striving to strengthen the capacity of institutions and at-risk communities to achieve faster, more efficient, and climate-resilient disaster recovery. The department collaborates with these actors to ensure that regional, national, sub-national, and local disaster preparedness, response, recovery, and climate action frameworks and implementation plans are developed and implemented well before disaster strikes, prioritizing climate resilience and integrating strategies to reduce risks and build resilience against future climate-related hazards.

C. Statement of Intent

The INSPIRE program is a collaborative initiative by the Asian Disaster Preparedness Center (ADPC), the National Disaster Management Authority (NDMA), the National Disaster Response Force (NDRF), and state institutions in Odisha, Gujarat, and Kerala. A key component of the program supports the Government of Gujarat in strengthening preparedness and risk management in industrial clusters.

This consultancy supports a cross-country knowledge exchange between Thailand and India to explore how industrial safety systems and disaster preparedness mechanisms can be better integrated at the policy, institutional, and operational levels. The consultant, based in Bangkok, will serve as a liaison to facilitate cooperation and engagement between ADPC and relevant Thai institutions with proven expertise in industrial safety, disaster preparedness, and emergency response.

The engagement will focus on both (i) internal technological hazards (such as fires, explosions, and chemical leaks) and (ii) natural hazard-induced risks, particularly in contexts where these risks intersect (e.g., NATECH events). It aims to examine how Thai provinces and industrial zones manage these dual risks through regulatory frameworks, risk-informed planning, and coordination among government, industry, and community stakeholders.

This consultancy will strengthen ADPC’s role in advancing cross-country learning in Asia by promoting peer learning, reviewing existing knowledge materials, and guiding institutions on best practices in managing industrial risks, fostering operational safety, and reducing disaster risks in industrial zones.

D. Expected Outputs:

With the overall guidance of the ADPC Program lead and program team, the consultant will deliver the following outputs:

  • Mapping report and collaboration matrix: outlining relevant Thai institutions, regulatory agencies, and industrial safety programs with potential linkages to Gujarat, including a proposed 1-week study visit and knowledge exchange itinerary in Thailand.
  • Knowledge exchange workbook for study visit participants: to contain institutional profiles, visit objectives, and agendas, together with a technical note summarizing good practices in both industrial hazard management and integration with provincial disaster preparedness mechanisms in Thailand.
  • Technical and coordination support: facilitate and coordinate visits to selected institutions in Thailand, including preparation of briefing materials and on-ground support during the study visit.

E. Responsibilities and Tasks:

To deliver the above outputs, the consultant shall undertake the following tasks under the guidance of the ADPC technical team:

  • Mapping report and collaboration matrix: Identify and engage with relevant Thai institutions, regulatory agencies, and programs working on industrial safety and risk management, and compile potential linkages with Gujarat counterparts.
  • Knowledge exchange workbook: Prepare the workbook and related materials for visiting Indian stakeholders, including institutional profiles, visit objectives, agendas, and a technical note capturing both industrial safety practices and DRR integration approaches in different Thai provinces.
  • Technical and coordination support for study visit: Plan, prepare, and coordinate the study visit of Indian stakeholders to selected Thai institutions, including development of briefing materials, liaison with host institutions, logistical arrangements, and on-ground facilitation during the visit.
  • Coordinate closely with ADPC colleagues to ensure that all deliverables are aligned with program objectives and presented in an accessible and practical format.

F. Working Principles: The consultant will work under the overall supervision of the Program Lead – PCA and coordinate with the Program Coordinator, communications, and M&E units. The consultant will lead stakeholder consultations and technical inputs to ensure knowledge exchange materials and study visit activities are inclusive, practical, and aligned with program priorities. All outputs will be subject to ADPC review and approval.

G. Qualifications:

  • Advanced university degree(s) in Industrial Safety, Engineering, Occupational Health, Environmental Health & Safety (EHS), Disaster Risk Management, or a related field.
  • At least 10 years of professional experience in industrial safety, emergency preparedness, and/or occupational health and safety across Asia, including substantial experience in training, capacity development, and institutional engagement.
  • Demonstrated expertise in Industrial Hygiene, Risk Assessment and Management, and Occupational Health and Safety Management.
  • Strong knowledge of Thailand’s regulatory frameworks and operational practices related to industrial safety and occupational health.
  • Proven experience in supporting or facilitating international study visits, exchange programs, and technical cooperation projects.
  • Ability to translate complex safety and health risk concepts into user-friendly training, policy, and operational guidance materials.
  • Strong skills in stakeholder coordination, cross-cultural communication, and strategic engagement with public and private sector institutions.
  • Excellent written and spoken proficiency in English and Thai is required.

Duty Station: Home-based with field visits if / as required by the program.

Payment: 30% upon acceptance by ADPC

2) Knowledge exchange workbook: including visit objectives, institutional profiles, agendas, and provision of briefing materials, together with references on Thailand’s good practices and lessons in industrial safety management.

Payment: 30% upon acceptance by ADPC

3) Technical and coordination support: facilitation and coordination of visits to selected institutions in Thailand, including provision of briefing materials, on-ground support during the study visit (exact dates TBC) and documentation of the visits.

Proposed Timeline: Within February – March 2026

Indicative Level of Effort: 10 days

Payment: 40% upon acceptance by ADPC

Associated Cost: All costs related to travel to field locations as required including transportation, accommodation, and per diem shall be covered by ADPC as per policy.

Mode of Payment: Payment shall be made through bank transfer based on satisfactory delivery of agreed outputs.
