FORMATION

You have training (Master) in social sciences, humanitarian or international development.

EXPERIENCE

· At least 3 years of experience in an international humanitarian NGO, including at least 1 year in a similar position (M&E or SERA);

· Experience in team management and training/capacity building.

SKILLS & QUALITIES

· In-depth knowledge of the humanitarian sector and donors;

· Establishment of monitoring and evaluation systems;

· Implementation of quantitative and quantitative surveys, including data collection, training, supervision, sampling, analysis and sharing of results (visualization);

· Experience in setting up complaints and feedback mechanisms;

· Ability to work urgently, to manage stress in crisis management;

· Responsiveness, adaptability, rigor, capacity for analysis and organization, priority management;

· Work in multidisciplinary and international teams;

· Mastery of data collection, management and statistical analysis tools (including ODK and MS Excel);

· Essential computer skills (O365 pack);

· Fluent command of French and English (very good level of reading, writing and speaking). Proficiency in other languages ​​(Arabic, Spanish in particular) is a plus.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene but also in the essential area of ​​food security and livelihoods. Present in more than 20 countries, the teams made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

As part of strengthening its operations, SI has formed a flying support team (OSS Operations Support Staff). Members of the OSS team are called upon to be mobilized on missions of 2 weeks to 3 months with IS country offices, according to the following priorities:

· Coverage of strategic gaps and technical support to existing country offices (1 to 3 months)

· Support for diagnostics and the opening of bases and programs in existing country offices (2 weeks to 1.5 months)

· Diagnosis and opening of new country offices (2 weeks to 1.5 months)

As delegates from headquarters, they represent the latter during their deployments, and are notably key players in carrying out the mandate and IS procedures in the country offices of assignment.

OSS members respond to the support needs of country offices via IS Geographic Desks. The deployment of OSS SERA is placed under the hierarchical supervision of the Program Expertise and Quality Department. When deployed, he/she works under the responsibility of the Country Director or the Regional Director concerned.

The SERA OSS leads and coordinates the SERA department of the country office where he/she is deployed.

During his/her deployments, and in line with the association’s mandate and overall strategy, he/she supports the implementation of SI’s humanitarian strategy through the supervision of the SERA technical departments and the technical and methodological support of the program teams.

He/she is responsible for the application of MEAL SI norms and standards for the implementation of programs driven by needs, with demonstrable impact, and adaptable to contextual changes.

Among the responsibilities of the position, the OSS SERA will be responsible for:

§ provide methodological support to program teams on technical issues related to SERA;

§ guarantee the quality and relevance of internal monitoring and evaluation activities carried out, recommendations made and analyzes produced (map, study, etc.) by his department;

§ support the training of program teams in its areas of expertise;

§ contribute to the development of the IS strategy by proposing a support strategy for programs in terms of monitoring, evaluation and integration of “transversal issues” (gender, protection, accountability, do-no-harm, community participation, inclusion of disability, etc.).

Depending on the needs of the country offices, the SERA OSS can also serve as SERA Manager.

· Expatriate permanent contract – Executive status

· Salary calculated on the basis of the expatriate salary scale (gross salary from 2600 euros/month)

· Per diem and accommodation supported during deployments

· Recovery of one day per weekend spent in the field – 25 days of paid leave. No RTT

· Health/welfare and repatriation insurance (100% covered)

· Free localization (France or abroad) outside deployment periods
