MEL MANAGER – ABA ROLI MEXICO
The MEL Manager coordinates the design, development and implementation of monitoring, evaluation, and learning function and activities of the programs and policies implemented by ABA ROLI Mexico and leads the performance management system implementation. This position coordinates the data management processes, working with the MEL Assistant and program staff to produce data dashboards, recollect, systematize and integrate data in proposal documents and reports. The MEL Manager supports program level data quality assessments and internal evaluations. Additionally, undertakes regular data quality assurance, participates in development of data collection and reporting and ensures file storage in accordance with ABA ROLI policies. The MEL Manager develops and delivers continuous trainings to staff on MEL principles, processes and tools, including quantitative and qualitative data collection, analysis and use.
The principal duties to coordinate and perform by the MEL Manager are the following:
- Coordinate the design and implementation of tools and templates for planning, data collection, and monitoring by programs.
- Coordintes the MEL Assistant and programatic staff in integrating MEL principles and activities during program implementation.
- Develops the coordinating activities with program staff to produce data dashboards and integrate data in proposal documents and reports.
- Monitors and evaluates all project activities and progress towards achieving program goals.
- Recommends improvements to logical framework.
- Monitors sustainability of project results.
- Collaborates with subject matter experts to set indicator targets.
- Develops MEL workplans.
- Coordinates the development of weekly, montly, quarterly, biannual and annual data to the donors, including the collection and analysis of baseline and end-line data.
- Coordinates performance management system (Devresults) implementation for the program in Mexico.
- Develops the frameworks for program data quality assessments.
- Facilitates collection and sharing of learning from program MEL activities. Identifies training needs and works with the MEL team to develop and deliver trainings.
- Report weekly, monthly, quarterly, and annual progress on all project activities to Senior Program Manager and Country Director.
- Represents ABA ROLI Mexico at internal and external fora related to MEL issues.
- Performs other related duties as required.

Additionally, he/she is responsible for regularly ensuring data quality, participates in the development of data collection and reporting, and ensures file storage in accordance with ABA ROLI policies. The MEL Manager develops and provides ongoing training to staff on MEL principles, processes and tools, including the collection, analysis and use of quantitative and qualitative data.
The main functions that the MEL Director must coordinate and perform are the following:
- Coordinate the design and implementation of tools and templates for planning, data collection, and monitoring by programs.
- Coordinates the MEL Assistant and programmatic staff in the integration of MEL principles and activities during program execution.
- Develops coordination activities with program staff to develop data dashboards and integrate data into proposal documents and reports.
- Monitors and evaluates all project activities and progress toward achieving program objectives.
- Recommends improvements to the logical framework.
- Monitors the sustainability of project results.
- Collaborate with subject matter experts to set indicator objectives.
- Prepare MEL work plans.
- Coordinates the production of weekly, monthly, quarterly, semi-annual and annual data for donors, including the collection and analysis of baseline and final data.
- Coordinates the implementation of the performance management system (Devresults) for the program in Mexico.
- Develops frameworks for evaluating program data quality.
- Facilitates the collection and sharing of learning from the program’s MEL activities. Identify training needs and work with the MEL team to develop and deliver training courses.
- Report weekly, monthly, quarterly and annually on the progress of all project activities to the Senior Program Manager and National Director.
- Represents ABA ROLI Mexico in internal and external forums related to MEL issues.
