SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided assistance to populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene but also in the essential field of food security and livelihoods. Present in 26 countries, SI teams – 3,200 people in total made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

International Solidarities (SI) intervened for the first time in Haiti after the passage of storm Jeanne in 2004. Following the 2010 earthquake, its intervention focused on an emergency response via access activities to basic Water, Hygiene and Sanitation (WASH) services for vulnerable populations. Since then, SI has become a major player in the emergency response in WASH and in reducing the risks linked to water-borne diseases in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly on the various displaced sites affected by urban violence thanks to its mobile drinking water, sanitation and hygiene team (EMO-EPAH) which is able to deploy in all emergency areas in the country, as well as in the most vulnerable areas of the ZMPP. SI was a key player in the fight against cholera in Haiti between 2010 and 2019, then against COVID-19. Since the resurgence of cholera in October 2022, SI has been leveraging this expertise and mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and the dissemination of prevention messages.

Since 2012, SI has also been an influential player in the food security sector, with activities based on the innovative use of electronic coupons with monetary value via the RedRose system, and agricultural recovery and livelihood diversification activities. SI also has expertise in Risk and Disaster Reduction (DRR), and supports municipalities in the development of municipal contingency plans, and the carrying out of disaster preparedness exercises (SIMEX).

The mission in Haiti currently manages five projects. Four projects concern the WASH sector, including one financed by DG ECHO in consortium with a local NGO, one financed by the CDCS in consortium with an international NGO and a local NGO, one financed by the SDC and one financed by the IOM. A fifth project focuses on food security and livelihoods (SAME), funded by IFSAN. Discussions are also underway with UNICEF.

Today we have 7 expatriates and 50 national staff in the only base in Port au Prince.

GENERAL OBJECTIVE

  • The Field Coordinator has the role of Country Director (DP) by delegation in the Port au Prince Metropolitan Zone (ZMPP) in terms of managing field activities.
  • However, as the Port au Prince base does not exist, this delegation is restricted to project management and security management.
  • He/she proposes the ZMPP strategy based on the geopolitical and humanitarian context and ensures its implementation once validated.
  • He/she controls and guarantees that projects are carried out in accordance with the Solidarités International charter and in compliance with internal and contractual procedures.
  • He/she mobilizes the material and financial resources necessary for the proper conduct of the programs and supervises their management.
  • He/she coordinates the teams in place and is responsible for their safety in his/her assigned area.
  • In Port au Prince, as the base is also coordination, he will play with the DP and the safety manager a dual role of safety guarantor for all the teams.
  • He/she is the direct and privileged interlocutor of the PD.

SPECIFIC ISSUES AND CHALLENGES

  • This position was created following the increase in the operational volume of the mission. It therefore aims not only to achieve the objectives of the position described above but also to ultimately envisage a Port au Prince base structure. There are therefore strong internal challenges to rethink the roles and responsibilities with the DP, the Program Coordinator, the support coordinators, the project managers and the base security manager. We are looking for an experienced CT at this type of security level but also possessing interpersonal skills, a capacity for communication, coordination, HR management which allows them to take up a position in an organization chart and new operating modes.
  • The security issues – level 4 at SI – are numerous, particularly in the context of the deployment of activities in new areas of the ZMPP where SI has less history and must work on its access strategy.

PRIORITIES FOR THE FIRST 2-3 MONTHS

  • Resumption of management and implementation of projects under supervision of 3 project managers (SAME/EHA)
  • Operational management of security in the ZMPP zone and format the access strategy for new zones
  • Support for the development of new project proposals in the area, notably HIP 26
  • Work internally on new roles and responsibilities with the program coordinator, the MEAL, the support coordinators and the DP to establish, streamline and formalize a new way of working
  • Support the program, quality and SERA strategy on the ZMPP
  • Contribute to strengthening the link with our local and international partners

SECURITY CONSTRAINTS

Haiti is categorized as Level 4. Security is quite volatile/degraded in Port-au-Prince due to the presence of gangs but does not prevent the conduct of activities. Mission security rules are strict (8 p.m. curfew in Port-au-Prince)

A salaried position: Depending on experience, from EUR 2860 gross per month (EUR 2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks : During the mission, a system of alternation between work and leave is put in place at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS:

The position is based in Port au Prince, the accommodation offered is in a guest house in single rooms located in a secure compound located 1km from the office. The standard is very correct (swimming pools, tennis court, room with private bathroom).
Restaurants, a supermarket and shops cover all needs.
The office is also ok, well located in a residential area.
