Support Services Officer – Maternity License
The Danish Council for Refugees (DRC) is one of the world’s main humanitarian NGOs, which works in more than 40 countries to provide adequate assistance with a rights -based approach to refugees, asylum applicants, internal displays, repatriated and migrants. DRC has been present in Colombia since 2011, but 2018 expands its operations in response to the Venezuelan crisis. Currently DRC Colombia implements a humanitarian response centered protection for refugees and Venezuelan and Colombian migrants returned in cities of Colombia such as Riohacha, Barranquilla and Bogotá, currently also incorporates activities in Nariño and Norte de Santander.
General description of the position:
Under the supervision of the Supply Chain manager and with the technical support of the support services manager, the support services officer will have the task of supporting the operations to meet the needs of the projects in the intervention countries, as well as with the internal, external requirements and the legal regulations. The support services officer must be familiar with administrative, logistics and human resources matters. As a focal point of ON, the support services officer will support the Latin American team – LA, as well as regional and global staff.
Responsibilities:
Human resources
- Lead the recruitment and selection process, efficiently managing the DRC vacancies system and guaranteeing the timely incorporation of personnel according to policies.
- Ensure the correct elaboration, archive and update of the contractual documentation of the collaborators, complying with the current legal and regulatory requirements.
- Monitor and generate early alerts related to the expiration of contracts, providing periodic reports that facilitate adequate planning of renewals or end of labor links.
- Coordinate, update and process staff payrolls, working in close collaboration with the areas involved to guarantee the timely inclusion of all news, in order to meet the deadlines established by the National Office.
- Supervise the implementation of the performance evaluation process, facilitating opportunities for learning and professional development of collaborators.
- Coordinate participation in personnel induction processes according to the established guidelines.
- Integral managing personnel entry processes, guaranteeing the delivery of supplies, accesses and associated documentation in its initial link.
- Manage the migratory procedures of international personnel, including document management to obtain and renew visas, work permits and any other immigration requirement.
Administration
- Manage all payments from payments and related to the team
- Manage travel logistics and accommodation for teams in the countries of intervention of the LA.
- Manage the payments of travel, hotels and transport reserves of all team personnel
- Coordinate that all the needs for the displacement of the ES team, regional and global host are covered.
- Follow and ensure compliance with the processes and procedures established by DRC, are carried out correctly.
- Make monthly reports and when required by management.
- Support our implementing partners in compliance with the guidelines and process management according to the DRC principles.
Supply chain – Logistics
- Support the team for the organization of events: training, workshops, conferences in the Latin America region.
- Logistics of shipping materials for intervention countries.
- Monitor and ensure with the communications provider that international plans work correctly.
- Ensure that all acquisition processes conform to the DRC Operations Manual.
- Ensure that all acquisitions are planned and monitored from start to finish.
- Participate in the supplier selection committees, guaranteeing the documentation, traceability and transparency of the process.
- Manage with suppliers claims and returns.
- Guarantee the monitoring of all the purchasing processes of the PROLAC and MMC, including the payment process.
- Effective and efficient support the needs of the programs.
- Develop and maintain the supplier database updated to the needs of the mission in Colombia.
- Coordinate with the programs staff logistics participation throughout the project cycle.
- Follow up all orders, purchases and deliveries.
- Ensure that all specific logistics and logistical policies of donors are understood and respect.
- Optimize all logistics operations to increase profitability, including the establishment of long -term supply contracts.
SAFETY AND HEALTH AT WORK

- Actively participate in the formation of the COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the regulations and instructions of the SG-SST.
- Inform timely the dangers and latent risks with your workplace
- Attend SST training defined by the SG-SST training program.
- Ensure the maintenance of the order and cleanliness of your position and work area.
- Provide clear, truthful and complete information about your health.
- Report immediately to the SST area and their immediate boss the work accidents that are presented, incidents (almost accidents) and diseases diagnosed as labor.
- Report to the immediate boss the need to take corrective or preventive actions, which correspond to real or potential non -conformities of the process to which it belongs.
- Participate in training activities, drills and those that are programmed from safety and health at work.
- Participate and contribute compliance with the policy and objectives of the SG-SST.
Experience and Technical Competencies:
- Minimum 2 years of experience in humanitarian logistics, acquisitions, distribution, finance and/or accounting in preferably in international non -profit entities.
- Good knowledge of the standards and regulations for acquiring the main international donors
- Good knowledge of local regulations at the contracting level.
- Excellent knowledge of MS Word, Excel and PowerPoint.
- Basic (desirable) Power Bi knowledge.
- Intermediate English domain will be an added value in the process.
- Analytical and resolutive capacity.
- Ability to provide technical guidance and training.
- Advanced knowledge in ERP’s management.
- Management, proactivity, organization and detail capacity.
- Communication, warmth and kindness skills, service orientation.
Requirements in terms of academic training and technical knowledge:
- University title in Logistics, Business Administration or related careers.
Languages:
- Advanced Spanish.
- Intermediate English.
