Coopi is looking for a country administrator in RCA
Since 1974 Coopi works in RCA for harmonious and complete development, in favor of both individuals and local communities. With regard to the intervention sectors, the commitment to local realities has encouraged Coopi to establish plans and to implement development projects in the social, economic, health, environmental and training fields.
Conflict situations have led to the decision to be responsible for emergency and rehabilitation projects, which have now become another specific intervention sector in the country. Thanks to the consolidated and constant presence, as well as to relations with institutions, non -governmental organizations and local communities, Coopi is recognized as one of the reference points for international CAR cooperation.
The donors who are currently funding Coopi are Echo, UE, UN agencies, humanitarian funds. Intervention zone are the Bangui prefectures, Ombella M’Poko, Ouham-Pende, Ouham, Haute Kotto, Basse Kotto, Haut Mbomou, Ouaka.
Role objective
The country administrator provides the right administrative and financial management and the sustainability of the country. He is responsible for the accuracy, completeness and news of the information sent to the headquarters.
Responsibilities
REPRESENTATION
- Manage, for their part of competence: relations and administrative work with the country’s public and administrative organizations and with the administrative and financial offices of decentralized donating institutions. Relations with consortium partners; Relations with local project partners;
- With the chief mission, be responsible for signing the organization’s accounts;
DEVELOPMENT
- Help the chief mission to update documentation, tools and procedures for local staff management;
- Support economic and financial planningthe development and sustainability of the mission;
MANAGEMENT
- Prepare the country’s budget in collaboration with the head of mission;
- Control of the country’s viability and the appropriate allocation of fixed costs;
- Check the budgets of new projects in accordance with planning and sustainability;
- Periodically identify economic and financial commitments for the implementation of project activities;
- Monthly control the economic and financial management of projects: budget state, expense prospects, financial forecasts for the implementation of activities;
- Control the management of cash (species and bank) of coordination and bases and the sending of funds to projects according to requests;
- ** Follow the funding of donors for the implementation of projects (** advances and subsidies), update the information to be sent to headquarters and offer priorities for financial reports;
- Finalize and verify the intermediate and final financial reports to be subject to donors, before transmitting them to the head office;
- Ensure the correct archiving of the country’s administrative documentation (central and peripheral level) in accordance with the organization’s procedures;
- Support and advise project and coordination managers as well as administrators and control the correct application of Coopi and donors administrative procedures;
- Check the sustainability and good management of assets belonging to Coopi in cooperation with the country’s logistical function;
- Prepare the audits carried out in the country and the sending to the headquarters relating to the projects to be audited in Italy at the headquarters;
- Ensure, by periodic controls, the documentation of the training provided on the prevention of violations of the code of ethics, the PSEA and illicit behavior;
- Ensure the proper functioning of the various regional bases and coordination in the country, including by carrying out on -site verification missions;
- Periodically supervise the work carried out by expatriate and national staff;
- Provide continuing education of local administrators and accountants (coordination, bases and projects);
- Transfer of administrative skills to non -administrative staff as part of “on the Job” activities (project, program, mission);
- Staff assessment.
Candidate profile
Essential
- Diploma in preferably economic and commercial disciplines;
- Certified experience from to under 5 years oldin the financial economic sector, administrative coordination in international cooperation organizations;
- Good knowledge of the procedures of the following donors: Echo, Unicef, Humanitarian Fund, AICS, EU ;
- Good knowledge of the French language ;
- Excellent knowledge of office;
- Excellent organizational skills;
- Ability to work in a team and achieve objectives;
- Ability to establish positive relationships with colleagues;
- Ability to work in a multicultural environment, under pressure and in difficult security contexts;
- Ability to go beyond the simple assigned task;
- Motivation to work in a non -governmental organization respecting its principles and values.
Desirable
- Have already worked in Africa and/or in contexts of conflict/post-conflict;
- Prior experience with Coopi.
