The Deco Refugee Council is one of the leading humanitarian NGOs in the world, which works in more than 40 countries to provide adequate assistance and protection to refugees, asylum applicants, internal displaced, returned, people in movement and local vulnerable population/reception communities. Currently, DRC is looking for a Economic Recovery Officer highly qualified based in Maracaibo – Venezuela.
About work:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, informative sessions for PIC, prevention of people trafficking, rehabilitation of food infrastructure and food safety.
Objective of the position:
Under the supervision of the Team Leader of Economic Recovery, the Economic Recovery Officer will support the operational implementation of the project on the field, facilitating the technical execution of food security and life activities (SAMV), ensuring the transversalization of protection and guaranteeing the quality, participation and accountability throughout the process. The economic recovery officer will ensure that all the activities of the Action Plan are developed and all means of verification are compiled for the proper delivery. Additionally, it will maintain good communication with the team members and guarantee the good development of the personnel in their charge.
Responsibilities
Technical and logistics implementation
- Support in the organization and supervision of food delivery days.
- Verify conditions of the distribution and compliance site of humanitarian protocols.
- Guarantee the proper reception, classification, distribution and registration of humanitarian aid to the identified population.
- Coordinate together with the logistics, protection and SAMV team to carry out the development of the project’s own activities such as the distribution of aid, application of surveys, development of workshops in the communities and the elaboration of needs evaluations.
- Coordinate with the protection team the accompaniment of activities in the territory.
- Guarantee the transversalization of protection in humanitarian assistance deliveries, according to the guidelines established in the care protocols.
- Make socioeconomic diagnoses to PDI identified by the team on the ground.
- Prepare individualized improvement plans focused on strengthening or reactivation of livelihoods.
- Coordinate and deliver support in kind (such as productive supplies, tools, equipment, etc.) in accordance with the identified needs.
- Other activities necessary for the correct implementation of the project.
Community participation
- Facilitate information, call and community participation processes that allow community access and acceptance.
- Monitor the participation of vulnerable groups (women, older people, people with disabilities) and specific needs for their participation.
- Support Team Leader and basic manager in the realization of a mapping of actors and possible allies in the communities of interest.
Monitoring and reporting
- Guarantee the complication of the required verification means and qualitative data of the project activities.
- Raise daily reports of activities, incidents and needs detected.
- Monitor the progress of beneficiaries, document results and generate lessons learned.
- Contribute to the documentation of good practices, life stories or success cases.
- Identify together with the protection team complementary activities in relation to protection components and others.
Experiences and Technical Competencies
- Minimum 2 years of verifiable experience, relevant in humanitarian work related to an NGO or other non -profit organization.
- Experience in implementation of media activities, economic support or community development.
- Experience in emergency interventions and distribution of food and non -food assistance.
- Work experience with urban, and/or rural, and/or indigenous communities.
- Excellent experience and ability to relate to people.
- Writing skills above average.
- Excellent skill in MS Word, Excel and PowerPoint.
- Experience in handling databases
Education
- Professional or technical in Social Sciences, Nutrition, Psychology, Social Work or related.
Languages
- Español
- English: desirable
