Deputy Coordinator Programs
The Jesuit Refugee Service (JRS) is an international Catholic organization and a work of the Company of Jesus. It is founded in 1980 and is found today in around fifty countries. Its mission is to support, serve and defend the rights of refugees and people in force.
The JRS collaborates with other organizations and humanitarian agencies in order to support displaced people, to provide them with quality services, and to publicly make their situation known in such a way that their rights and their dignity are more respected. The JRS is open to collaboration with Jesuits, religious and religious and lay people of all religious and philosophical conviction. Since its creation, the JRS has been able to fulfill its mission thanks to the participation of volunteers and employees engaged in the service of refugees and displaced. JRS has been present in Chad since 2006.
Main responsibilities
Under the supervision of the National Programs Coordinator, the Deputy Programs Coordinator provides an essential technical and operational support role for achieving all the objectives of the JRS program in Chad.
Specific responsibilities
1. Participate in the development of projects
- Contribute to the development of new project proposals in collaboration with the JRS Chad project design unit.
- Participate in the development process of internal internal strategic planning.
- Identify new financing opportunities and share them with the National Programs Manager (NPO) and the Subsidy Coordinator (GO/No Go).
- Participate in the analysis and identification of priority problems/needs in intervention areas and formulate proposals for new intervention areas.
2. ensure the follow -up of the implementation of project activities
- Identify the main challenges of implementation and offer solutions to CN programs and management.
- Organize and animate monthly programmatic monitoring meetings, as well as monitoring the implementation of projects in the various bases, in collaboration with the Meal coordinator.
- Follow up on updating the monitoring tools for all projects (work plan, indicators monitoring table, purchase plan, etc.).
- Ensure the monitoring of the requirements of inputs and supplies to the logistics department.
- Proceed with the validation of the TDR (reference terms) of shared programmatic activities at the program level, in collaboration with the CN Programs, in particular on certain critical aspects of the program (a threshold for limitation of approval will be defined in mutual agreement with management).
- Plan and organize the missions of monitoring and supervision of the implementation of projects in the field.
3. Guarantee reporting and assessment of projects to implement projects
- Ensure a watch on the deadlines for internal and external reports (donors) of all current projects and alert the CN Programs accordingly.
- Participate in the development of project reports (intermediaries, annual) and internal reports, by providing specific support to teams from field offices, in collaboration with the Meal coordinator.
- Carry out program meetings and archive the reports.
- Update the monitoring model of the recommendations made for the coordination of the program and regularly share it with the program teams for monitoring their implementation.
- Ensure the compilation of the various reports (weekly, monthly and quarterly) of the various components of the projects and submit them to the CN Programs for amendment.
- Contribute to the preparation and organization of project capitalization workshops, in collaboration with the Coordinator Meal and the CN Programs.
- Contribute to the preparation of the various needs assessments, mid-term and finishing assessments, in order to present the expected results of projects and proposals for approaches to solutions to the problems encountered in implementation.
4. Representation and coordination
- Participate in different meetings with partners and/or authorities.
- Represent the organization during meetings with other humanitarian actors, partners and donors, at the request of the CN Programs.
- Follow up on the implementation of activities carried out by consortium partners with JRS, through meetings and support approaches.
- Support JRS ‘various partners in the processes of justification of expenses and reporting of projects implemented in consortium.
- Develop the terms of reference (TDR) for the recruitment of programs consultants and submit them to the CN Programs for validation.
- Participate in the management and implementation of projects piloted directly by the Project Director (DP).
5. Capacity building, monitoring and supervision of field teams
- Identify the training needs and deficits of all program teams and offer capacity building sessions for staff.
- Make sure that the specific coordinators and project managers teams, as well as objective coordinators, fully exercise their responsibilities.
- Organize individual interviews (“one-to-one”) to collect support and support needs for program teams under its supervision.
- Participate in the planning of performance objectives and the organization of supervised team assessments (project coordinators and objectives).
- Facilitate the various internal workshops for strengthening the capacity of program teams.
Profile sought
Training, experiences and skills required:
- Hold at least one bac+4 in social sciences, project management, education sciences or any other related field.
- Have professional experience of at least 4 years in the field of social project management.
- Have complementary training/certification in the fields of programs management, monitoring and evaluation of projects (a PMP is an asset).
LANGUAGES :
- Master of French and English (written and spoken).
