General context context

The humanitarian situation in the DRC remains complex and has generally deteriorated in recent years. It is made up of multiple crises that overlap, in particular in the eastern provinces of the country, which face endemic violence and armed conflicts. Insecurity has led to massive and repeated displacements of populations. The impact of violence on civilians is a major concern, with regular violations of human rights and international humanitarian law, including targeted attacks on civilians and a high prevalence of sexist violence.

Intersos has been present in the DRC since 2010 and is currently working in Ituri, North Kivu, South Kivu and Haut-Ugele through protective programs, including protective monitoring in partnership with the humanitarian fund and UNHCR, as well as nutrition programs in partnership with PAM and UNICEF.

General objective of the position

Support the chief of mission in the development, definition and management of the mission program In accordance with interse strategies, plans and policies.

Direct the development of new concept notes and project proposals in collaboration with the Deputy Regional Director and the senior management team.

Supervise, coordinate and provide quality support to project managers and program managers in order to develop and implement the program as part of the mission.

Main responsibilities and tasks

Strategy and representation

  • Support the head of mission and the SMT in the development, implementation and evaluation of the strategy, program and quality of the mission’s projects, in accordance with the strategy, policies and national directives of intersos. Provide up -to -date information, contributions and recommendations for new and current interventions in the country.
  • In coordination with technical referents, the Deputy Regional Director directs the design and development of new potential financing opportunities and new conceptual notes / project proposals by writing the story and contributing to the preparation of the budget, by ensuring collaboration with all the support departments (HR, Logistics and Security).
  • Complete context analyzes (socio-economic situation in the country, trends, needs and gaps in donors) in order to identify funding opportunities. Is responsible for the correct study of the data collected in the field and for the detection of the needs of the population, the study of the context, the translation of strategic macro-objectives into concrete actions and the analysis of the consequences of an intervention of intersos, the risk assessment and the constraints and the definition of priorities.
  • In coordination with the head of mission, establish and maintain collaboration relations with the donors concerned, the stakeholders of the project, the local partners and the other organizations working in the region. Establish strategic partnerships with local organizations and stakeholders as far as possible.
  • In collaboration with the chief of mission and technical referents, participate proactively and represent intersos in meetings with donors and stakeholders concerned.
  • Support SMT in the maintenance of productive labor relations within the various coordination forums (clusters, working groups, etc.) at the national level.

Implementation, reporting and quality control

  • Supervise and keep up to date the work plans and related financial plans of projects with the contribution of program managers and the members of the team concerned. Prepare quality narrative reports reflecting the advancement and the state of the projects in a transparent, timely and professional manner.
  • In coordination with all other departments, ensure the smooth running of operations and support the implementation of the program.
  • Provide advice and support project managers and program managers in project management and project cycle, labor planning, activities, budget management and all operational and management aspects. Support for planning and monitoring of the implementation of activities, budgetary monitoring and achieving results.
  • Monitor the progress level of each project. Supervise, plan, monitor, assess and ensure the quality of work and the achievement of high design, implementation and evaluation standards.
  • Direct the launching and final examination meetings of each project.
  • Guarantee the application of intersos procedures and compliance with policies, procedures and purchases of donors for the establishment of reports and the implementation, in collaboration with the chief of mission and the Deputy Regional Director.
  • Contribute to process in timely all the comments of donors on the proposals, in conjunction with the staff concerned and the headquarters.
  • Collaborate with the departments of finance, logistics, human resources, Meal, SMT and security in the development of new proposals.
  • Ensure that contractual obligations and reports of reporting are known and respected by all services.
  • Inform the personnel concerned about the problems identified and request the opinion of the headquarters on the potential solutions that would allow donors to comply with the requirements of the law.
  • With the support of the financial coordinator, supervising budget management in accordance with donors and intersos directives, by supporting budget and programs if necessary.
  • Organize regular program meetings.
  • Monitor expenses by means of monthly programs and reports on financial expenses prepared by the finance department.
  • Support the head of mission and the Meal department in the implementation and implementation of the MEAL plans and activities of projects.
  • Ensure supervision and feedback on the monthly project assessment tool (PAT).
  • Guarantee the regular update of the IMP projects sections.
  • Ensure quality relationships for donors.
  • Guarantee timely submission to headquarters and donors.

Human resources management

  • Is responsible for directing, supporting and supervising program managers and project managers, strengthening their capacities and ensuring regular assessment through the tools of the internal examination process (IRP). Provide supervision, identify training needs and assess staff under their hierarchical supervision.
  • In collaboration with the HR service and the head of mission, supporting the recruitment of new employees.
  • In collaboration with the HR department, ensure that program managers/project managers respect the rules and regulations of intersos and adhere to the fundamental charter, the values ​​and the Ethics code of Intersos.

Required profile

Education

  • Baccalaureate in international business, development, international political economy or in another relevant area.

Professional experience

  • Minimum of five years of experience in humanitarian contexts.
  • Work experience with major subsidies and international donors.
  • Desirable experience in the management of integrated projects.

Professional requirements

  • Ability to manage a large team.
  • Solid knowledge of the development of proposals and financial management.
  • Essential knowledge of computer science (Word, Excel and Internet).
