How can you make a difference? Key functions / responsibilities
The Logistics and Purchasing Officer for support from the German Red Cross will have as its main responsibility to support the processes of acquisitions, logistics and inventories related to the projects financed by the German Red Cross in Venezuela. This function will be developed in close coordination with the project delegate, ensuring a timely, transparent and efficient provision of goods and services necessary for the implementation of activities and the proper functioning of the offices. The officer must ensure compliance with the established procedures, both of the German Red Cross and the Venezuelan Red Cross, promoting the cost-benefit analysis, the quality in the documentation and the continuous improvement of the purchasing processes. It will also actively contribute to the strengthening of the Purchasing Improvement Plan, will support the logistics of activities of the different projects and will collaborate in the management of supplies and resources to ensure compliance with strategic objectives.
It will be the manager (a) of:
- Request contributor contributors through various channels (telephone, electronic, calls), under articulation with the administrative and financial team of the project.
- Evaluate and analyze the offers received, prepare comparative tables, perform cost-benefit (CBA) analysis and formulate recommendations for purchasing decision making.
- Issue, together with the financial officer (a), the purchase or service orders according to the awards made, managing its approval before the financial coordinator/ay notifying the parties involved.
- Monitoring of goods and services, documenting news in the process and managing solutions in coordination with suppliers and responsible areas.
- Supervise the flow of payments, including the validation of delivery minutes and invoices, in articulation with the financial area of ββthe project.
- Implement and maintain procedures for receipt, storage, dispatch and rotation of goods, with emphasis on those with nearby expiration dates, such as medications and medical supplies.
- Coordinate and supervise the registration, control and update of inventories of the projects, ensuring the accuracy, reliability and traceability of the information.
- Perform periodic physical inventories, issue control reports and identify discrepancies, proposing and implementing corrective actions in a timely manner.
- Support the inventory and medication control system together with the local, national coordinators and logistics officers in charge of projects, ensuring compliance with the established guidelines.
- Coordinate the sending of goods and supplies to the subsidiaries, verify the delivery minutes and ensure compliance with logistics standards in the distribution.
- Formulate, manage and monitor the annual purchasing plan, ensuring its alignment with the approved budget, project priorities and budgetary availability.
- Coordinate with the administrative and financial areas to validate the availability of resources before compromising funds, and supporting the monitoring of the assigned budget, reporting deviations when necessary.
- Manage the requirements of goods and services in close coordination with the requesting areas, ensuring that the acquisitions are carried out in accordance with the technical, normative and quality standards.
- Guarantee the update and maintenance of logistics records in the designated management systems, contributing to the transparency and efficiency of the process.
- Participate in the periodic update of the database of the logistics cluster and inventories, ensuring its reliability as an input for strategic decision making.
- Contribute to the continuous improvement of logistics and purchasing procedures, promoting the efficiency, transparency and compliance with institutional quality standards.
- Support the organization and implementation of logistics activities linked to the technical execution of the projects, as well as to the operational operation of the offices.
- Support the proper logistics implementation of the projects financed by the German Red Cross, guaranteeing the timely and efficient provision of necessary goods and services.
- Participate in training and awareness processes on logistics policies and procedures within the organization, strengthening capacities of technical and administrative staff.
Report
The Logistics Officer and SUPPORT PURCHASES will report to the CRA project delegate in the country.
Trips
You must have availability to travel around the country.
Equipment
It is highly desirable that you have enough equipment for the performance of its function remotely: laptop and/or computer, good Internet connection, among others.
Workplace
Caracas (headquarters of the Venezuelan Red Cross).
To qualify as a builder of the Venezuelan humanitarian system you must meet the following requirements:
- University grade in a field relevant to the project such as: Business Administration, Foreign Trade, Industrial Engineering, Public Accounting, Bachelor of Logistics, Economics, Social Sciences, or a first -class university degree in combination with three (3) years of work experience will be accepted as an advanced university degree.
- Strong program management skills, including planning, monitoring of activities, financial management, monitoring and evaluation.
- At least two (2) years of experience in logistics, inventory management and purchasing processes in cooperation or humanitarian aid projects, with emphasis on the planning and efficient execution of supply plans.
- Experience proven in the management of budgets, financial monitoring and administrative processes, preferably in community health or social protection projects.
Familiarity with the use of systems and tools for the management of inventories and purchases, as well as the preparation of technical and budgetary reports. - Experience in negotiation with suppliers, technical evaluation of contributions and contract management, including knowledge of ethical standards and organizational procedures.
- Technical history in one or more of the following areas: health, disaster risk response, migration, finance and logistics is an advantage.
- Experience in project management financed by international donors, particularly Echo or GFFO, is desirable.
- Experience in work with local organizations, to boost their strengthening.
Ability to train and guide staff and volunteers, to provide technical support and strengthening capabilities. - Experience in facilitating organizational development processes is desirable.
- Experience working with the Red Cross / Red Moon Movement is desirable.
- Oral and written fluidity in Spanish and English (desirable) is a requirement.
- Excellent communication skills, ability to build relationships at all levels.
- Ability to work independently and as a team member.
Capacity and agreement to adhere to the fundamental principles of the Red Cross and the Red Crescent. - Preferably work experience in emergency contexts with volunteer management.
- Ability to maintain confidentiality.
