Consecure ∙ era in genre, management of programs sensitive to conflicts (GPSC), and protection
Introduction
As part of a new risk management and resources management project in the South Region (Manager-SUD), Swiss cooperation is recruiting an advisor in gender, management of programs sensitive to conflicts (GPSC) and protection.
Manager-South intends to strengthen the resilience of the population, in particular women and girls, in the face of natural vagaries and climate change, as well as to reduce the risk of disasters. By capitalizing on acquired experiences and the network of existing partners, this new project is a “Nexus” humanitarian program in a context of prolonged crises articulated around two main components, risk governance and sustainable resource management. These two axes of intervention will act in parallel in order to allow remote and vulnerable rural communities, especially women and girls, to better resist and to straighten more quickly in the event of a natural disaster.
To support this project, Swiss cooperation has mandated a gender analysis as well as an analysis of conflict dynamics to detail and explain the different roles, needs, and opportunities of men and women as well as the relationships that characterize them in relation to risk management and natural resources. Gender analysis will identify the standards, systems and social structures that influence the behavior of individuals and, therefore, condition gender equality in the field of risk management and natural resources. It also relates to the risks to which women and girls are exposed. On this basis, concrete strategies and actions of action to transform relationships between men and women in search of gender equality when it comes to risk management and natural resources will be integrated into Mana-Sud. On the basis of the analysis of conflict dynamics, the main connectors and separators factors within communities and the population which promote or disadvantage conflictuality in the field of risk management and natural resources will be identified and tracks to ensure the management of sensitive conflict (GPSC) and strengthen connectors in a logic of peace consolidation will have been integrated into the Manage-Sud project.
This position of advisor in gender, management of programs sensitive to conflicts and protection aims to implement the tracks and concrete actions identified by gender analysis and the analysis of conflicts of conflicts in the Holistic Manager-South project, including the aspects of PSEAH. The advisor to the gender advisor, management of programs sensitive to conflicts and protection will also be responsible for constantly developing and adapting these avenues of action to the reality of the project and the possible changes in the context.
Responsibilities and main functions
Promotion of gender equality within the Manager-South program
- Ensure that the gender-South project equality objectives are fully integrated into all project activities.
- Integrate and continue the development of the results obtained during the gender analysis mandated by the Swiss cooperation/ Direct Port-Salut project office in February 2025.
- Press the implementation of water -related activities, sanitation and hygiene promotion (EHA) and those linked to risk management and disasters (GRD), making sure to integrate gender transformative approaches.
- Collaborate with community, local and regional authorities (South) to integrate the specific needs of vulnerable populations in EHA standards.
- Support the design and promotion of EHA infrastructure adapted to the needs of vulnerable women, girls and populations through a participatory approach.
- Evaluate the possible integration of the structure of empowerment for women and girls, including concerning their participation in the decision -making bodies.
- Contribute to the development of a project monitoring system in the field of gender which measures the transformation of relations between men and women to gender equality and by recolling relevant data.
Program management sensitive to conflicts (GPSC)
- Integrate and continue the development of the results obtained during the analysis of conflict dynamics mandated by Swiss cooperation/ Direct Port-Salut project office in February 2025.
- Design and promote the integration of an approach sensitive to conflicts in all the stages of the project in close collaboration with the National Manager of Protection Program (RNP) of the Port-au-Prince Humanitarian Office on the basis of the analysis of the dynamics of conflicts mandated by the Swiss cooperation/ Direct Port-Salut Project Office in February 2025.
- Contribute to the development of a project monitoring system in the CSPM field.
Capacity/ support
- Sensitize and improve the knowledge of the project team on the gender and GPSC theme to ensure that Manager-Sud reaches the specified results in terms of gender equality and GPSC.
- Construct/ constantly strengthen the capacities and know-how of the project team in relation to gender issues in the field of risk management and natural resources and the mechanism to promote gender equality in these areas (EG, workshops, support in missions in the field, etc.).
- Awareness of the project team compared to the GPSC approach and in relation to the conflictualities that exist in intervention areas in the field of risk management and natural resources as well as to the fact that the project could without intention of these conflicts (EG, workshops, support in missions in the field …).
- Build and strengthen the capacities and know-how of the project team compared to the mechanisms through which the program can help strengthen social cohesion (triple Nexus) and reduce existing conflicts (EG, workshops, support in missions in the field, etc.).
- Awareness of the project beneficiaries to project activities in relation to gender and GPSC.
- The advisor to the gender advisor, management of programs sensitive to conflicts and protection will take care of the points described above in close collaboration with the focal point genre of Swiss cooperation based in Port-au-Prince.
Protection against exploitation, abuse and harassment sexual (PSEAH)
- Conceptualize and implement a strategy for preventing PSEAH, potentially including awareness-raising actions, communication campaigns and the development of monitoring mechanisms, for the Manager-South program. These activities are done on the basis of the PSEAH strategy and tools of the Development and Cooperation Department of Switzerland and in collaboration with the RNP Protection at the Port-au-Prince’s humanitarian office.
- Develop PSEAH protocols adapted to the context on the basis of the PSEAH strategy and tools of the Department of Development and Cooperation of Switzerland and the RNP Protection at the Port-au-Prince’s humanitarian office.
Other (protection)
- Collaborate and coordinate closely with the National Manager of Protection Program (RNP) in Port-au-Prince on all gender issues. The RNP Protection in Port-au-Prince acts as a gender focal point for Swiss cooperation in Haiti and conceptualizes and therefore directs the strategy for promoting gender equality throughout the Swiss cooperation portfolio in Haiti.
- On instruction of the RNP Protection in Port-au-Prince, contribute to establishing tangible synergies between the Protection Protection of Swiss Cooperation and the Manager-South program.
- Support the development and implementation of a coordination and experience capitalization mechanism between the various programs and projects funded by Swiss cooperation in the intervention areas in the South.
Qualifications required
- Be of Haitian nationality.
- University degree in social sciences, anthropology, political science, human rights, international relations, or any other training deemed equivalent.
- Minimum 5 years of experience in humanitarian protection contexts, gender, prevention of VBGs and in management of conflict sensitive programs.
- Proven field experience with international NGOs, UN agencies or human rights organizations.
- Proven experience of direct community work, preferably in Haiti, in particular in terms of community mobilization and the popularization of knowledge.
- Knowledge of international standards and managers (Sphere, IASC, GBV Guidelines, etc.).
- Ability to work in a team and manage multisectoral projects, and knowledge of project management and data collection tools.
- Good analytical capacity.
- Excellent editorial quality and mastery of project management tools.
- Mastery of French and Creole (spoken/written) essential.
- Sense of organization and initiative, autonomy and rigor.
Desired skills
- The position is based in Port-Salut but requires frequent trips to the field in rural areas. A demonstrated experience of work in remote areas and in fragile contexts is an asset.
- Flexibility requested, in particular for movements in the field.
- Originally from the South region is an asset.
