Coordinator of the development of “Protection and support for humanitarian staff” program
The University of Liège is the largest French -speaking public university in Belgium. Information on the research project
The University of Liège and the NGO Protect Humanitarians initiate an ambitious collaboration in order to strengthen legal and psychological protection and humanitarian support faced with increasingly violent contexts. This initiative, at the crossroads of academic research and humanitarian practice, aims to build the basics of an interuniversity chair for the protection of humanitarian staff.
The coordinator of program development “Protection and support for humanitarian staff” will play a central role in this initial phase by ensuring the consultation of stakeholders and the definition of a common development and fundraising strategy.

Your missions
Management of consultations with partners
- Ensure leadership in the planning, organization and conduct of consultations with all identified stakeholders, including university institutions, international and local NGOs, and government actors concerned.
- Identify priority issues and challenges in terms of humanitarian protection and support, with a view to promoting strategic partnerships between the academic environment and humanitarian practitioners.
Development of the program strategy
- Develop a detailed strategy clearly defining the objectives, the expected results as well as the methodology for implementing the proposed initiative.
- Define the respective roles, responsibilities and expected contributions from academic circles and humanitarian practitioners within the framework of this collaboration.
- Design the tools necessary for the effective deployment of the strategy, including the instruments of needs analysis and the supports for capacity building.
Formalization of partnerships
- Identify strategic partners from academic, humanitarian and institutional environments, whose expertise and priorities are aligned with the objectives of the initiative.
- Manage the negotiation and formalization of partnerships, including the preparation of agreements, memorandum of understanding or other cooperation executives at national and international level.
Mobilization of resources and fundraising
- In connection with the Uliège and Protect Humanitarians, pilot the strategy for mobilizing the resources of potential funding sources (subsidies, patrons, foundations, institutional donors, private partnerships, etc.).
- Develop the communication media necessary for canvassing, including a presentation brochure of the interuniversity chair.
Your profile
Required skills:
- Doctorate (PHD) in a relevant field of the program for the protection of humanitarian staff (international law, humanitarian medicine, psychology, political science, etc.).
- Confirmed experience in research programs development, both in the academic and humanitarian sectors.
- Good knowledge of the humanitarian protection field and issues related to research-practitioner collaboration.
- Excellent editorial skills in English (and ideally also in Dutch and French).
- Ability to work independently in a dynamic environment.
Desired skills:
- Expertise in fundraising and mobilization of resources.
- Knowledge of the functioning of international NGOs, UN agencies and academic networks.
- Sensitivity to mental health, humanitarian law and prevention of violence.
Human side:
- Collaborative spirit, intercultural approach and respect for humanitarian values.
- Ability to create a link with partners from various sectors.
LANGUAGES :
- Control of English (professional level required).
- Knowledge of French and/or Dutch is an asset.
NOS CONDITIONS D’ENGAGEMENT
- Type of contract: Fixed -term contract (CDD)
- Work regime: Part -time (50 %)
- Duration of the contract: 12 months
- Entry into office: May 2025
What we offer
Salary and grade depend on the level of experience. On the basis of a complete file, the Uliège human resources administration can estimate the gross monthly remuneration. Full reimbursement of home/workplace trades carried out by public transport and access to a range of specific training for researchers are possible.

The position will be integrated into the Humanitarians ASBL Protect team, in close interaction with the Faculties of the Uliège.
